A)                     Authorize the County Executive or designee to execute a grant funding agreement with the Community Foundation of Sonoma County (CFSC), to accept $500,000 of District 4 infrastructure funds into the CFSC Resilience Fund, to support the development of La Familia Sana’s (501c3) ‘Family Resource and Resiliency Center’ in Cloverdale CA.

B)                     Adopt a budget Resolution increasing $500,000 in revenue and expenditure appropriations for fiscal year 2024-2025. (4/5 Vote Required)

C)                     Make a finding that the proposed expenditures are necessary to meet the social needs of the population of the County pursuant to Government Code Section 26227.

Executive Summary:

This item seeks the Board’s authorization for $500,000 of District 4 infrastructure funds to be granted to the Community Foundation of Sonoma County’s Resilience Fund, to support the development of La Familia Sana’s ‘Family Resource and Resiliency Center’ in Cloverdale.  This new center will bolster disaster preparedness and community-driven access to services and family resources in Northern Sonoma County.

 

This item authorizes the Chair of the Board of Supervisors to execute a grant funding agreement with The Community Foundation of Sonoma County to receive the $500,000 into its ‘Sonoma County Resilience Fund’ and specifically support the La Familia Sana Family Resource and Resilience Center project. This funding will provide public benefits that serve important community needs as allowed under Government Code Section 26227.

 

Discussion:

The purpose of Community Foundation of Sonoma County’s ‘Resilience Fund’ is Helping, Healing, Housing, and disaster Preparedness:

 

Helping those affected by disasters and public health emergencies; Healing the long term effects of trauma, Housing solutions and security for the community, and community Preparedness for future emergencies and disasters.    

 

The goals of the ‘Resilience Fund’ are aligned with La Familia Sana’s proposed project, and the Community Foundation of Sonoma County will administer the $500,000 grant to support La Familia Sana’s future center in Cloverdale.  The Center will be a lifeline for residents during emergencies, a trusted source of information, essential services and deployment of assistance, and culturally rooted support. As a grassroots, bilingual organization deeply embedded in Northern Sonoma County, La Familia Sana (LFS) has partnered with the County, local health centers, Alexander Valley Healthcare, On the Margins and other CBOs to provide a place of belonging for community members during blue sky days and atmospheric rivers, heat waves, and the COVID-19 pandemic.

 

The purpose of the LFS Family Resource and Resilience Center includes:

 

-                     Hosting community-wide evacuation preparedness trainings and health and safety workshops in Spanish and English.

-                     Partnering with Redwood Empire Food Bank, the department of Public Health, COAD and CAN to distribute emergency relief such as food, diapers, hygiene kits, masks, gift cards, and COVID-19 test kits.

-                     Serving as a model for ‘promotoras de Salud’ (Community Health Workers) who provide support  for vulnerable families needing rental or utility assistance, emergency hotel shelter, or mental health referrals.

-                     Offering direct aid to families impacted by wildfires, including access to basic human needs such as food.

-                     Providing trainings and referrals during emergency’s with ensure non-English speakers receive accurate and timely updated information, in partnership with Resilient Cloverdale.

-                     Hosting mental health services with On the Margins, tenant rights clinics, and immigration legal consultations with Legal Aid of Sonoma County, and Secure Families Collaborative partners.

 

La Familia Sana’s new Family Resource and Resiliency Center will formalize and expand this role by transforming a new space into a space of belonging that bridges community between blue sky days and emergencies.

 

Planned features of the center include:

-                     Infrastructure upgrades to serve as a designated emergency hub with backup power, accessible restrooms, and private intake rooms.

-                     Culturally inclusive design with multilingual signage, Indigenous and Latinx artwork, and flexible gathering areas for health fairs, cultural celebrations, and trauma-informed care.

-                     Co-location of services including early childhood navigation, parenting groups, health access enrollment, and youth programming in partnership with CAN, On the Margins,  Alexander Valley Healthcare, and local school districts.

-                     -Commercial kitchen to support the health and education of community members and serving a food distribution/pantry site for all

-                     Integration of insights from community listening sessions, ensuring that the space reflects the lived experiences, languages, and priorities of Cloverdale’s most underrepresented populations.

 

This project will strengthen disaster preparedness in Sonoma County and build year-round resiliency.  La Familia Sana will transform a new space into a Family Resource and Resiliency Center that reflects the need for accessible and equitable emergency response and recovery capacity -a place where dignity, belonging, and coordinated care are embedded.

 

The Community Foundation of Sonoma County is a proven funding partner, and as this project timeline depends on potentially complex real property acquisitions, having these funds ready to deploy through the foundation will help the project move forward while providing opportunities for matching funds and earned interest. The foundation has also dedicated resources to this project, and putting all funding under one umbrella eases administration for La Familia Sana. This item seeks the Board’s authorization of $500,000 in District Four infrastructure funds and for the execution of a grant funding agreement with Community Foundation of Sonoma County.

Narrative Explanation of Fiscal Impacts:

During the FY 2023-24 Budget Hearings, the Board set aside $4 million each for Districts 1, 2, 4, and 5.  Use of $500,000 in District 4 Infrastructure Funds is requested with this Board Item. There is sufficient fund balance remaining for this activity.
