Approve the Appointment of Michael Pickens to Regional Measure 3 Independent Oversight Committee for a four-year term beginning March 3, 2026, through March 3, 2030.

Executive Summary:

The Board of Supervisors are responsible for appointments to over 75 Boards, Commissions, Committees, and Task Forces. Vacancies and upcoming expiring appointments are posted on the County’s list of Boards, Commissions, Committees, and Task Forces website: <https://sonoma-county.granicus.com/boards/w/808bd6e42edf8e0f>.

 

Rule 50 of the Board Rules of Procedures states that the Clerk of the Board shall convene staff to review prospective countywide appointments and make appointment recommendations to the Board of Supervisors. The current item submits a recommendation for the Regional Measure 3 Independent Oversight Committee. (Countywide)

 

Discussion:

Approve the appointment of Michael Pickens to the Regional Measure 3 Independent Oversight Committee.  Mr. Pickens is eligible to serve on the Regional Measure 3 Independent Oversight Committee according to the restrictions listed in California Streets and Highways Code Section 30923(h)(3), which states: 

 

“A representative appointed to the oversight committee shall not be a member, former member, staff, or former staff of the commission or the authority, shall not be employed by any organization or person that has received or is receiving funding from the commission or the authority, and shall not be a former employee or a person who has contracted with any organization or person that has received or is receiving funding from the commission or the authority within one year of having worked for or contracted with that organization or person.”

 

The Regional Measure 3 Independent Oversight Committee shall annually review the expenditure of funds by the Authority for the projects and programs specified in SHC § 30914.7 and prepare and submit a report to the transportation committee of each house of the Legislature summarizing its findings for the Bay Area Toll Authority.

 

The Regional Measure 3 Independent Oversight Committee is composed of two representatives from each county within the jurisdiction of the Metropolitan Transportation Commission (Alameda, Contra Costa, Marin, Napa, San Mateo, Santa Clara, Solano, and Sonoma). Each representative shall be appointed by the applicable County Board of Supervisors and serve a four-year term. There is a two-term limit.  On January 9, 2026, Sonoma County Board of Supervisors appointee John Maitland resigned from the RM3 Independent Oversight Committee, resulting in an unscheduled vacancy. Mr. Maitland, along with Sonoma County Transportation Authority Executive Director James Cameron, recommended Michael Pickens for appointment to fill this vacancy.  Mr. Pickens has been a member of Operating Engineers Local 3 for 28 years and currently serves as a representative for the district’s approximately 1,800 members. He has also served as a Workforce Representative on the Workforce Investment Board since September 2019.

Fiscal Summary

Narrative Explanation of Fiscal Impacts:

Individual members of the RM3 Committee shall each be eligible to receive a stipend of $50 per meeting of the Committee with a maximum of four meetings per year. Members of the committee may be reimbursed for actual travel expenses, related bridge tolls, parking fees and actual expenses for use of public transit will be reimbursed, for a maximum of four meetings per year.  The mileage reimbursement rate is the rate allowable by the Internal Revenue Service when a personal vehicle is used.  All requests for stipend and reimbursement of expenses shall be submitted quarterly to the RM3 Committee staff liaison and processed according to the procedures established by the Metropolitan Transportation Commission’s Executive Director.
