Executive Summary:
Local Events, Organizations, District Priorities Grants of the Community Investment Fund Policy provides grant allocations to each Supervisor, to be distributed at the Supervisor’s discretion. The Second District has reviewed applications and wishes to recommend the following FY 21-22 grant awards:
1.) 10,000 Degrees for expenses related to providing college access and success support to local youth including students from Petaluma High School and Casa Grande High School, grant award of $1,000;
2.) Center for Volunteers and Nonprofit Leadership for expenses related to Heart of Sonoma County Awards, grant award of $500;
3.) Children’s Museum of Sonoma County for expenses related to broadening museum accessibility to local families through four programs, grant award of $3,000;
4.) Community Child Care Council (4Cs) of Sonoma County for expenses related to the Parent Voices Sonoma Family Leadership and Civic Engagement Development workshop in the Second District, grant award of $1,500;
5.) The Cotati Accordion Festival for expenses related to the marketing, promotion and support of the Cotati Accordion Festival, grant award of $5,000;
6.) Farm to Pantry for expenses related to the expansion of the Growing the Table project, grant award of $1,000;
7.) Food For Thought for expenses related to the Fully Belly Program serving low-income, food-insecure pregnant residents, $2,000;
8.) Generation Housing (fiscal agent: Tides Center) for expenses related to the production and distribution of the State Housing in Sonoma County report, grant award of $2,500;
9.) Integrative Healers Action Network (fiscal agent: Inquiring Systems, Inc.) for expenses related to the Sonoma County Response and Recovery clinics supporting the wellness of first responders, essential workers and wildfire impacted residents, grant award of $1,000;
10.) Kid Scoop News for expenses related to the support and distribution of the monthly publication to students in Title One schools, grant award of $500;
11.) Los Cien Sonoma County, Inc. for expenses related to program marketing and outreach and for expenses related to the annual Puente y Ganas awards dinner, grant award of $2,500;
12.) Nexo Media Foundation for expenses related Entrepreneur Day programing, grant award of $1,000;
13.) North Bay Science Discovery Day (fiscal agent: Buck Institute for Research on Aging) for expenses related to outreach and general advertising of the Discovery Day event, grant award of $500;
14.) PEP Housing for expenses related to marketing and promotion of annual fundraising gala, grant award of $1,500;
15.) Petaluma Blacks for Community Development for the expenses related to 2022 Black History Month program, Black History Exhibit and Youth Leadership Program, grant award of $6,000;
16.) Ruthless Kindness for expenses related to supporting sensitive veterinary care to the pets of domestic violence victims in the county, grant award of $500;
17.) Social Advocates for Youth (Individuals Now, Inc.) for expenses related to the support of youth in need of housing and supportive services through the SAY Housing Continuum, grant award of $1,000;
18.) Sonoma County Black Forum for expenses related to the Youth Summit, Black History Gala, Juneteeth and Food Distribution events, grant award of $2,500;
19.) Valley of the Moon Children’s Home Foundation for expenses related to the VMCF Scholarship Program supporting foster youth who seek a higher education, grant award of $750;
20.) Vital Immigrant Defense Advocacy and Services (VIDAS) for expenses related to the naturalization clinic to be held in the Second District in May, grant award of $1,000; and
21.) Young Women’s Christian Association (YWCA) for expenses related to Domestic Violence Awareness services, grant award of $500.
Discussion:
The Sonoma County Community Investment Fund grant program utilizes a portion of the Transient Occupancy Tax (TOT) to encourage economic development, community engagement, enhance culture through a variety of grant award and funding avenues. The program provides various grants to community non-profits for advertising and economic development, events and the county as a visitor destination with the goal of advancing economic growth through tourism. Additionally, the program provides grants to address impacts on safety due to tourism and to enhance community services throughout the county. The program provides funding to the Regional Parks Department as well as the Economic Development Department and a number of other county department activities, all with the focus of supporting the community’s recovery efforts.
The Community Investment Fund Policy is divided into different categories. The Board established the Local Events, Organizations, District Priorities category to fund local events that will support businesses, enhance culture, and organizations that provide a benefit to the community. The Board may award funding to County Department to fulfill Supervisorial District priorities. Funding for these events and organizations is provided at the discretion of each Supervisorial District based on an overall allocation of $500,000 divided equally across each district. Events and organizations make requests throughout the year to the Supervisorial District in which their event/organization exists.
Funds will be distributed upon approval of these awards by the Board of Supervisors and execution of the Community Investment Fund grant agreement (contract) by the entity. The contracts will be executed by the County Administrator, or designee. The contracts will require the County seal on promotional materials produced using the grant award.
Activities performed utilizing Community Investment Program grants provide public benefits that serve important community needs under Government Code Section 26227.
