Executive Summary:

On December 16, 2025, staff provided an update on the current status of the Fiscal Year 2025 HUD Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) and delays in federal funding for homelessness and housing services through the U.S. Department of Housing and Urban Development (HUD) CoC grants.  The Board directed staff to work with our local community-based organization (CBO) partners to identify any unmet funding needs to ensure CoC funded programs continue to operate, and to return with a request for bridge funding to maintain existing programs.

Following the Board meeting, staff collaborated with CBO partners and reviewed updates regarding the status of COC Federal funding as well as recent impacting litigation.  Based on this review, there is no immediate need for bridge funding.

Staff will provide a verbal update to the Board on the current status of the federal funding and local program impacts.
