Sonoma County Water Agency (Sonoma Water) owns a solar photovoltaic power system (PV System) at its Geyserville Wastewater Treatment Plant that generates renewable electric power used by Sonoma Water enterprises. Sonoma Water requires assistance to assess, inspect, test, clean, and perform maintenance on its PV System to ensure proper functionality.
Discussion:
HISTORY OF ITEM/BACKGROUND
Sonoma Water owns, operates, and manages Geyserville Sanitation Zone, which includes Geyserville Wastewater Treatment Plant (Geyserville TP). Sonoma Water constructed a 41-kilowatt PV System at Geyserville TP in 2017 to generate renewable power at Geyserville TP. The PV System needs periodic inspection, testing, cleaning, and maintenance to work properly.
SELECTION PROCESS
Vince Sigal Electric, Inc. (Service Provider) was selected from a list of qualified consultants developed from a competitive selection process. Attached is a memo that explains the competitive selection process.
Service Provider was selected for the subject work because they were the only firm that listed solar power system experience in their Statement of Qualifications and have expertise in servicing solar power systems.
SERVICES TO BE PERFORMED
Under the proposed agreement, Service Provider will assess, inspect, test, clean, and perform maintenance on Sonoma Water’s Geyserville TP PV Systems to ensure functionality.
The cost of services will not exceed $100,000; the term end date is June 30, 2031.
Through the proposed agreement, the General Manager will be delegated the authority to approve a written amendment to extend the term of the agreement for up to two additional years by providing written notice to the other party thirty days in advance of the term end date and by executing an agreement amendment.
CALIFORNIA ENVIRONMENTAL QUALITY ACT
The General Manager has determined that the agreement is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301(b), Existing Facilities, and 15303(d)(e), New Construction or Conversion of Small Structures, because the project does not involve an expansion of use beyond that existing at the time of the Lead Agency’s determination. Maintenance of the existing solar system would not result in a significant adverse impact to the environment. A Notice of Exemption was filed with the Sonoma County Clerk on September 24, 2009.
