A) Authorize the County Executive Officer or designee to execute funding agreements with four community partners: Children’s Museum of Sonoma County, Verity, Positive Images, and First Responders Resiliency, Inc; in a form approved by county counsel, in a total amount not to exceed $250,000, between October 21, 2025, and December 31, 2028.
B) Make a finding that the proposed expenditures are necessary to meet the social needs of the population of the county pursuant to government code section 26227.

Executive Summary:
This item seeks the board’s authorization to use $250,000 of District 4 Infrastructure Funds to support 4 community-based projects in Sonoma County, and to allow the County Executive or designee to execute 4 funding agreements totaling $250,000.
Discussion:
This item seeks the board’s authorization to use $250,000 of District 4 Infrastructure Funds to support the enhancement and ongoing development of the Abel de Luna community center in Healdsburg CA, and for the county administrator to execute four funding agreements totaling $250,000:
• An agreement in the amount of $100,000 with the Children’s Museum of Sonoma County,
• An agreement in the amount of $50,000 with Verity,
• An agreement in the amount of $50,000 with Positive Images, and
• An agreement in the amount of $50,000 with First Responders Resiliency.
During the FY 2023-24 budget hearings, the board set aside $4 million each for districts 1, 2, 4, and 5. Use of $250,000 in District 4 infrastructure funds is requested with this board item. This funding will provide public benefits that serve important community needs as allowed under government code section 26227.
Children’s Museum of Sonoma County:
The Children’s Museum of Sonoma County (CMOSC), located at 1835 W. Steele Lane in Santa Rosa, serves children and families from every district in Sonoma County. The mission of CMOSC is to “ensure that all children have access to innovative play, creating more opportunities to empower the next generation of leaders, inventors, thinkers, and dreamers.” Since opening in 2014, CMOSC’s average number of annual visitors has increased from 70,000 to over 200,000 people. The Museum’s current indoor useable space is 5,000 square feet, while the national average for institutions serving similar visitor numbers is 30,000 square feet. The size of the space, growing demand, and aging infrastructure are impacting the Museum’s ability to operate and meet the growing community need without major upgrades and expansion. The total projected costs of these upgrades and expansion are $8 million. CMOSC will utilize $100,000 in District 4 Infrastructure funds to improve and expand the Museum’s facilities and useable indoor space for play based learning. The funds will support the increased operational capacity needed to run the Museum’s capital campaign for this project.
Verity:
Verity, located at 1311 Steele Lane in Santa Rosa, is Sonoma County’s Sexual Assault Prevention, Intervention and Healing Center. Verity’s mission is “To Lead Sonoma County in the elimination of sexual assault and human trafficking through prevention, and the support of survivors through intervention and healing.” Verity is anticipating large federal and state funding cuts - its primary funding sources - and will utilize $50,000 in District 4 infrastructure funds to support the Center’s physical infrastructure costs as well as continuity of essential services to survivors.
Positive Images:
Positive Images (PI), located at 1000 Apollo Way in Santa Rosa, is a 501C3 nonprofit organization primarily serving Sonoma County’s LGBTQIA+ population. Positive Image’s Community Center specializes in serving “identities and individuals on the margins - including trans and nonbinary youth, Latine Families, neurodivergent youth and families, and people with disabilities.” With increased community demand for Positive Images’ mental health and advocacy services, PI has leased a larger commercial office space to house its countywide programs and services. Positive Images will utilize $50,000 in District 4 infrastructure funds to support necessary improvements and essential office infrastructure and capacity to deliver essential services.
First Responders Resiliency, Inc.:
First Responders Resiliency, Inc. (FRRI), with its ‘First Responders Resiliency Center’ located at 1475 West Sierra Ave in Cotati, is a countywide 501C3 nonprofit organization dedicated to ‘the psychological and physical well-being of those who are serving, or have served, as first responders.” FRRI develops and implements trainings and workshops to build awareness of PTSD and its negative effects, and help First Responders improve resiliency, cognitive function and healing, and tools to decrease Post Traumatic Stress in both professional and everyday life. First Responders Resiliency Inc. will utilize $50,000 in District 4 infrastructure funds to support the development and construction of the ‘First Responders Resiliency Center.’ The Center will provide space for large trainings and convenings, Equine Therapy, and physical and mental health services for all first responders.
