C) Adopt a position resolution adding 1.0 Full Time Equivalent (FTE) time-limited Social Service Worker IV position for a term of December 10, 2019, through September 30, 2020.

Executive Summary:
The Sonoma County Human Services Department (HSD) reapplied to the California Office of Emergency Services (CalOES) for Victims of Crime Act (VOCA) KE grant funding and was awarded grant funding for the period of October 1, 2019 through September 30, 2020. The VOCA Program provides case management and services to victims of elder abuse who are at risk of homelessness and who need emergency housing. Clients work with a social worker to develop a safety plan and an emergency housing plan. CalOES requires a board resolution to accept funding for the VOCA KE program.
Discussion:
The California Office of Emergency Services (CalOES) Victims of Crime Act (VOCA) Program provides case management and purchased services, including short term emergency shelter, to victims of elder abuse who are at risk of homelessness and who need emergency housing. Clients receive a psychosocial assessment and work with a social worker to develop a safety plan and an emergency housing plan. Victims receive assistance in looking for an appropriate placement and level of care for up to 45 days. During the 45-day placement, a Social Worker works with the victim to create a permanent housing plan.
The Human Services Department, Adult and Aging Services Division, was initially awarded this funding in April 2018 to create the Emergency Shelter Program (ESP) for elder and dependent adult victims fleeing abuse. The program establishes emergency shelter, emergency housing assistance, and provides specialized services for elder and dependent adult abuse victims.
Between May 2018 and July 2019 (15 months), ESP has served 11 victims of elder abuse who were at risk of homelessness. ESP has been recognized as a best practice elder abuse emergency shelter program by the Weinberg Center in Riverdale, NY. Sonoma County’s ESP is now part of the Spring Alliance, a network of elder shelters nationwide.
The goal of the next year of funding from CalOES is to serve 25 more victims and to continue working with community partners in both the aging network and housing network to ensure that elder abuse victims at risk of homelessness have shelter options that fit their care needs.
There is no request for additional County funds. All program costs are paid by grant funds and/or required department match.

Narrative Explanation of Fiscal Impacts:
This grant program will be fully funded from a California Office of Emergency Services (CalOES) Elder Abuse (KE) grant. There is no County General Fund impact. Office space already exists for the associated Time-Limited position. Total award is $297,500: $223,125 will be added to the FY 2019-20 budget, and HSD will include $74,875 in the FY 2020-21 budget. Likewise, this proposed budget increase of $297,500 includes the $114,000 annual pro-rated cost for salary and benefits for the time-limited Social Service Worker IV in FY 19-20 and $39,200 pro-rated in FY 20-21. An in-kind match of payroll cost-for management & administration--will be the department’s contribution to the grant program.

Narrative Explanation of Staffing Impacts (If Required):
The Full Time Equivalent (FTE) time-limited Social Worker IV position was funded by the CalOES VOCA KE grant award starting in April 2018, and expired on September 30, 2019 at the end of the grant period. Due to delays receiving grant award documents from the State for the continued 2019-20 funding, Human Services was unable to obtain Board approval prior to September 30, 2019 to extend this position before it expired. As a result, the Social Service Worker IV position allocation needs to be re-instituted, or added back as a new allocation, rather than being extended. The incumbent was placed in an equivalent vacant position allocation to bridge the interim period; therefore, no layoff resulted from the delay, and the individual continued supporting the program. The newly reinstituted 1.0 FTE time-limited Social Service Worker IV position will expire September 30, 2020.
