Executive Summary:
The Airport Complete Streets Project (C24207) is the final phase of Sonoma Public Infrastructure’s (SPI) multi-year effort to enhance Airport Boulevard, a critical transportation corridor, connecting rail, bus and air travel. This phase of the project will expand Airport Boulevard between Regional Parkway and North Laughlin/Skylane Boulevard to two lanes in each direction, incorporate a two-way left turn lane, as well as add sidewalks, and bicycle lanes to improve safety and accessibility. SPI is requesting the Board approve and authorize the Director of SPI to execute a Professional Services Agreement with Kimley-Horn and Associates, Inc. to perform design, engineering, environmental review, and preliminary right-of-way engineering for the project. If approved, the contract will have a not to exceed value of $1,847,352, a term ending on June 30, 2028, and the option for two, one year time extensions.
Discussion:
Airport Boulevard is located just north of the City of Santa Rosa and connects Highway 101 to the Charles M. Schulz Sonoma County Airport. Serving as a vital transportation corridor, Airport Boulevard provides essential connections to rail, bus, and air travel, as well as access to numerous industrial and commercial businesses.
Sonoma County Public Infrastructure (SPI), in conjunction with the Sonoma County Transportation Authority (SCTA), Sonoma Marin Area Rail Transit (SMART) and CalTrans, has completed several improvements along the corridor beginning with a new Highway 101 interchange in 2014. In 2020, SPI entered into a funding agreement with SMART to manage a construction contract to widen Airport Boulevard to two through lanes in each direction, with a center two-way left turn lane and bike lanes between Aviation Boulevard and Regional Parkway. In addition, SPI is currently in the design and engineering phase for improvements at the intersection of Airport Boulevard and North Laughlin Road/Skylane Boulevard, with construction anticipated to begin in 2026.
The Airport Complete Streets Project (C24207) represents the final phase of improvements along the corridor, focusing on roadway and multimodal improvements along Airport Boulevard from North Laughlin Road to Regional Parkway.
On December 27, 2024, SPI issued a Request for Proposals (RFP) to provide engineering design, environmental and right-of-way services along Airport Boulevard between North Laughlin Road and Regional Parkway. The RFP was advertised through Sonoma County’s Supplier Portal with invitations to respond sent to one-thousand sixty-four firms. As a result of the solicitation efforts, SPI received proposals from the following four firms:
• TRC Engineers, Inc. - Rancho Cordova, CA
• BKF Engineers - Santa Rosa, CA
• Carlile-Macy, Inc. - Santa Rosa, CA
• Kimley-Horn and Associates, Inc. - Sacramento, CA
The four proposals were evaluated and ranked based on the following criteria: understanding of scope of work, similar experience, technical ability, proposed staff and project schedule. Following the comprehensive assessment, Kimley-Horn and Associates, Inc. (Kimley-Horn) was selected as the highest-ranking proposer due to their alternative approach to the project.
Based on the result of the selection process, SPI requests the Board approve and authorize the Director of SPI to execute an Agreement with Kimley-Horn to provide design, engineering, environmental review, and preliminary right-of-way engineering and support for the Airport Complete Streets Project. If approved, the Agreement will have a not-to exceed amount of $1,847,352 and a term ending on June 30, 2028, with the option to extend up to two additional years.
This Project was selected by the Sonoma County Transportation Authority (SCTA) for $4,000,000 in funding from Measure M’s Local Streets Project (LSP) Program. The LSP Program requires the County to provide a 100% match, which will be funded by the Countywide Traffic Mitigation Fund.

Narrative Explanation of Fiscal Impacts:
Revenues and Expenses associated with this contract will be included in the Roads Capital (11051-34010103) Recommended Budget beginning in FY 2025-26. Funding for the contract will be sourced in part from Measure M’s Local Streets Project (LSP), covering up to 50% ($923,676) of the total cost, with the County’s matching contribution ($923,676) provided through the Countywide Traffic Mitigation Fund (11054-34010300).
