Executive Summary:

Sonoma County Public Infrastructure (SPI) is requesting Board approval of a proposed Second Amendment to the contract with HDR Engineers for engineering and design of the replacement bridge over Austin Creek at King Ridge Road. The Project was initiated in 2014 and has undergone multiple design iterations due to updates in standards and submittal requirements as well as a series of retaining wall additions, as the bridge design was further developed. If approved, the Amendment expands the scope of work and provides additional time and funding to complete the new studies, field investigations, and design work required by updated regulatory requirements, California bridge and CalTrans design standards, as well as the Manual for Assessment of Safety Hardware (MASH) standards.

 

Discussion:

In 2014, SPI (formerly the Transportation and Public Works (TPW) Department) began work to  replace the existing one lane King Ridge Road Bridge over Austin Creek with a new, two-lane bridge designed to meet current roadway, drainage, and bridge standards. The existing bridge is scour critical, fracture critical, and functionally obsolete. In addition to meeting current CalTrans bridge standards, the replacement bridge will also include improvements to the roadway approaches and appurtenant facilities. The new structure will not increase traffic capacity; however, by providing two lanes it will improve vehicular and bicycle safety for the public using this bridge.

On October 21, 2014, following a competitive selection process, the Board awarded an engineering and design contract with HDR Engineers for $409,443, (including a 10% contingency), with a term ending June 30, 2017, to begin work on the replacement bridge. On April 25, 2017, the Board approved the First Amendment, which extended the term of the agreement until December 31, 2023, but did not expand the scope of work or increase the total contract value.

During the term of this contract, HDR, SPI, and Permit Sonoma have worked to produce a Type Selection Report, 30% design plans, and all the necessary NEPA documents including cultural review, as well as initial right of way documents. While working to complete these tasks, the bridge type was changed from a cast in place concrete structure, to a steel girder bridge type. This change will avoid impacts to the creek during construction and subsequent environmental mitigation work. Changing the bridge type also eliminates the need for constructing an access road into the creek and eliminates a large amount of falsework needed to construct a concrete bridge. The change simplifies the environmental review and significantly reduces the environmental mitigations required for the project, however, the change in design required revisiting the 30% plans.

Bridge design concurrence was finally obtained in 2023 and the requested Second Amendment will provide the additional time and funding necessary to complete of the new studies, field investigations, and final design work required to meet updated regulatory requirements, California bridge and CalTrans design standards, as well as Manual for Assessment of Safety Hardware (MASH) standards for the bridge rail. If the Second Amendment is approved, NEPA approval and right of way acquisition will begin in 2024 with construction scheduled to begin in 2026 or 2027 depending on availability of federal funding. This project is 100% federally funded under the Highway Bridge Program (HBP) using toll credits.

Revenues and Expenses associated with this contract amendment are included in the FY 23-24 Roads Capital (11051-34010103) budget. Future expenses will be included in FY 24-25 and FY 25-26 Roads Capital (11051-34010103) Recommended Budgets. Expenses are eligible for 100% reimbursement through the Federal Highway Bridge Program (HBP) using toll credits.
