Executive Summary:
Sonoma County Public Infrastructure is requesting grant funding totaling $2,200,000 (matched with $400,000 in local funds sourced from the Department’s annual State Highway Users Tax (HUTA) and/or SB1 allocation), in the third round of the One Bay Area Grant (OBAG) Program to restore and improve the County’s transportation infrastructure. The OBAG Program, now in its third iteration, guides how the Metropolitan Transportation Commission (MTC) distributes federal transportation funding from the Federal Highway Administration to projects and programs that improve safety, spur economic development and help the Bay Area meet climate change and air quality improvement goals.
Sonoma County Public Infrastructure holds a Master Agreement with Caltrans for receiving all federal transportation grants on behalf of the County. This item, to adopt a resolution that authorizes the Director of Sonoma County Public Infrastructure to file a funding application under the OBAG 3 Program, also commits the County to provide the necessary local matching funds and provide assurances that the County will complete the project. Also included with this item is a resolution of compliance with State Housing Laws, which is a new MTC requirement for the OBAG Program. Another new requirement of the OBAG Program is that the County must have a general plan housing element adopted and certified by the California Department of Housing and Community Development (HCD) by December 31, 2023. The County has not yet met this requirement but will need to do so this year in order to receive the funds.
Discussion:
Sonoma County Public Infrastructure has successfully completed two prior projects with OBAG funding: the first cycle $2.48 million funding was awarded in 2017 for the 2019 Rehabilitation of Various Streets and Roads, including portions of Bodega Hwy, D Street, Windsor River Road and River Road; the second cycle (OBAG 2) $4.1 million funding was awarded in 2020 for the 2021 Rehabilitation of Various Streets and Roads, including portions of Corby Avenue, Dutton Avenue and Stony Point Road.
The Sonoma County Transportation Authority issued a call for projects on August 9, 2021, for the third cycle of federal funding made available from the Metropolitan Transportation Commission through the OBAG Program. Sonoma County Public Infrastructure submitted an application that requested $2,200,000 in federal funding matched with $400,000 in local funds for the Todd Road and Standish Avenue Intersection Improvements Project (“Project”).
With the goal of maximizing its ability to leverage funds to meet the infrastructure needs of the County, Sonoma County Public Infrastructure (SPI) is requesting the Board to authorize the application and funding needed for the local match for the Project.
This Project will signalize the intersection of Todd Road and Standish Avenue, install ADA curb ramps, extend sidewalk out from the intersection, stripe for Class II bike lanes, install crosswalks and more. The $400,000 local matching funds (sourced from the Department’s annual HUTA and/or SB1 allocation) covers the planning/conceptual, environmental studies, design engineering, and right-of-way phases.
In recognition of increasing need for intersection control at Todd Road and Standish Avenue, in November 2022 your Board approved 4-way all stop control at this location, based on a recommendation from SPI. This was installed as a temporary measure until the traffic signal included in this project could be funded.
The Department recommends adopting a resolution authorizing the application and committing the County to provide the required matching funds for the project. This action will allow the County to participate in the upcoming One Bay Area Grant 3 Program and maximize its ability to restore and improve County infrastructure. The funding is programmed out over the OBAG 3 funding cycle by the Sonoma County Transportation Authority.
The Todd Road and Standish Avenue Intersection Improvements project is programmed to start design in 2024 with construction in 2025.
The Metropolitan Transit Commission adopted several revisions to the One Bay Area Grant 3 policy framework (Metropolitan Transit Commission Resolution No. 4505) related to affordable housing. Among the revisions to the policy framework was a requirement that as a condition of receipt of grant funds agencies applying for grants must reaffirm their compliance with the provisions of the California Surplus Land Act (California Government Code § 54220 et seq.) as well as state housing laws related to accessory dwelling units (ADUs), junior accessory dwelling units (JADUs) and density bonuses.
Eligibility for receipt of One Bay Area Grant 3 funding through the county program, also now requires the County to have a general plan housing element adopted and certified by HCD by December 31, 2023. The County has not yet met this requirement but will need to do so this year in order to receive the funds.

Narrative Explanation of Fiscal Impacts:
The first Resolution in this Board Item commits the County to provide $400,000 in local matching funds for this project. If the OBAG 3 grant is awarded to the County, SPI will include appropriations in future Roads Capital (11051-34010103) recommended budgets or through consolidated budget adjustment requests. The local match will be from traditional Roads funding sources including allocations from State Highway Users Tax (HUTA) and SB1.
