A)                     Authorize the County Executive or designee to execute funding agreements with eight community partners: Sonoma Community Action Network on behalf of NAACP Sonoma County, the Pacific Coast Air Museum, Entrepreneurs of Tomorrow, On The Margins, Magical Bridge, the Asian American Pacific Islander Coalition of Sonoma County (AAPIC), Graton Day Labor Center, and Bienestar Collective; in a form approved by County Counsel, in a combined total amount not to exceed $317,995, between October 13, 2026, and December 31, 2030.

B)                     Make a finding that the proposed expenditures are necessary to meet the social needs of the population of the county pursuant to California Government Code section 26227.

Executive Summary:

This item seeks the board’s authorization to use $317,995 of District 4 Community Infrastructure Funds to support four community-based projects in Sonoma County, and to allow the County Executive or designee to execute eight funding agreements totaling $317,995.

 

Discussion:

This item seeks the Board’s authorization to use $317,995 of District 4 Community Infrastructure Funds to support the work of four community partners, and for the County Executive to execute seven funding agreements totaling $317,995:

 

•                     An agreement in the amount of $75,000 with Sonoma Community Action Network on behalf of NAACP Sonoma County,

•                     An agreement in the amount of $60,000 with The Pacific Coast Air Museum,

•                     An agreement in the amount of $50,000 with Entrepreneurs of Tomorrow,

•                     An agreement in the amount of $50,000 with On The Margins,

•                     An agreement in the amount of $27,995 with AAPIC of Sonoma County,

•                     An agreement in the amount of $25,000 with Magical Bridge,

•                     An agreement in the amount of $20,000 with the Graton Day Labor Center, and

•                     An agreement in the amount of $10,000 with the Bienestar Collective 

 

 

 

During the FY 2023-24 budget hearings, the Board set aside $4 million each for districts 1, 2, 4, and 5. Use of $317,995 in District 4 Community Infrastructure Funds is requested with this item. This funding will provide public benefits that serve important community needs as allowed under California Government Code section 26227.

 

Sonoma Community Action Network (CAN): NAACP Sonoma County, ‘The HIVE’ Community Wellness Hub ($75,000)

 

Sonoma Community Action Network (CAN), on behalf of NAACP - Sonoma

County Branch, will utilize $75,000 of District 4 Community Infrastructure Funds, in addition to County grant funding received in 2025, to support the ongoing costs of the ‘HIVE’ community wellness hub in Santa Rosa, CA.  Sonoma CAN is a 501c(3) nonprofit organization located at 2250 Northpoint Parkway in Santa Rosa, CA, and delivers community services centered in family wellness, economic development, and early childhood education. With Sonoma CAN as fiscal sponsor, the NAACP Santa Rosa - Sonoma County Branch, operates the ’HIVE’ (Home of Intentional Vision for Equity) community wellness hub at 1401 Fourth St, in Santa Rosa.  The HIVE wellness hub offers a community-centered space for counseling and mental health services, community wellness events, and activities for children and youth.  

 

Pacific Coast Air Museum: Site Improvements ($60,000)

 

The Pacific Coast Air Museum is a 501c(3) nonprofit organization that will utilize $60,000 of District 4 Community Infrastructure Funds for building and site improvements at One Air Museum Way, in Santa Rosa CA.  The Air Museum will utilize $60,000 of District 4 Community Infrastructure Funding for site and building improvements including fencing and electrical upgrades.   

 

Entrepreneurs of Tomorrow: Small Business Revitalization ($50,000)

 

The Entrepreneurs of Tomorrow Foundation, in partnership with the Sonoma SBDC and the North Bay Black Chamber, will utilize $50,000 of District 4 Community Infrastructure Funds to provide Technical Assistance to support a “Small Business Revitalization” program designed to assist new local entrepreneurs and small businesses.  Funds will be used for comprehensive training programs, financial literacy and modernization tools, and diagnostic assessments of shared challenges faced by local small businesses. The program includes ongoing support from Sonoma SBDC in the form of free advising.

  

On The Margins: ‘Inside Heart’ Program ($50,000)

 

On the Margins, Inc. is a 501c(3) nonprofit organization, located in Petaluma CA and serving Sonoma County.  As the fiscal sponsor for the Inside Heart program, On The Margins will utilize $50,000 of District 4 Community Infrastructure Funds to provide culturally responsive mental health services to Sonoma County residents. Inside Heart was created as a part of the Sonoma County Black Therapy Fund(SCBTF) in 2022. Following the close of the SCBTF ARPA program in 2026 there is a continued need for culturally responsive mental health services in Sonoma County.  On the Margins has requested funding for continuity of care and to support behavioral health and emotional wellness for Sonoma County residents. These funds will be used to ensure continuity of culturally responsive mental health services for Sonoma County’s most underserved communities. 

 

Asian American Pacific Islander Coalition North Bay: Community Engagement and Youth Leadership Programs ($27,995)

 

The Asian American Pacific Islander Coalition North Bay (AAPIC) is a 501c(3) nonprofit organization located in Santa Rosa and serving Sonoma County.  AAPIC will utilize $27,995 of District 4 Community Infrastructure Funds for organizational development, community engagement, and youth leadership training in Sonoma County.  AAPIC’s mission is to “celebrate culture, empower community, and promote positive change for the Asian and Pacific Islander community in the North Bay.” 

 

Magical Bridge: Badger Park Playground Accessibility Improvements ($25,000)

 

Magical Bridge is a 501c(3) nonprofit organization that will utilize $25,000 of District 4 Community Infrastructure Funds to support accessibility improvements at the Badger Park playground in Healdsburg, CA.  In partnership with the City of Healdsburg, Magical Bridge will develop an inclusive and fully accessible playground at Badger Park, to serve children of all ages and abilities, including children with physical, social, and cognitive disabilities.   

 

Graton Day Labor Center: Facilities and Workforce Development ($20,000)

 

Graton Day Labor Center is a 501c(3) nonprofit organization that will utilize $20,000 of District 4 Community Infrastructure Funds to support facilities improvements and workforce development programs in Western and Northern Sonoma County. The Graton Day Labor Center offers a gathering space for worker trainings, community health and wellness workshops, and opportunities for skilled workers to connect with local employers.    

 

Bienestar Collective: Workforce Development ($10,000)  

 

Bienestar Collective is a 501c(3) nonprofit organization that will utilize $10,000 of District 4 Community Infrastructure Funding for organizational development and incubation of local ‘Promotora Health Collectives’ - including but not limited to the ‘Colectiva Monarcas’ of community health workers.  The Promotoras Network includes community leaders uniquely equipped to respond to intersecting public health and disaster emergencies. Grant funding from District 4 will be used for technical support and community outreach, in partnership with the Colectiva Monarchas and the Promotoras Network. This funding will also provide matching leverage for additional fundraising for the project. Bienestar Collective will also administer funds to The Network of Promotoras, recognized by the County and other partners as an entity capable of helping people prepare for future community health challenges. The Promotoras Network provides vital health and mental health resources, and 211 education. With these additional resources, Bienestar and the Promotoras Network will be equipped to formalize its collaborative structure, provide advanced training, and support peer-to-peer mentorship.

Narrative Explanation of Fiscal Impacts

As an outcome of FY 2023-24 Budget Hearings, the Board set aside $4 million each for Districts 1, 2, 4, and 5. Use of $317,995 in District 4 Infrastructure Funds is requested with this item. The FY 2026-27 adopted budget already includes appropriations for these grants and there is sufficient fund balance available.
