Executive Summary:

This item requests authorization to execute an Agreement to reimburse the Gold Ridge Fire Protection District (“District”) in the amount of $100,014.98 for repairs made to County owned fire and emergency response vehicles during Fiscal Years 2020-2021 and 2021-2022. North Bay Fire (NBF), a non-profit public benefit corporation, was listed as an insured on the County’s insurance policy related to County Service Area 40 (CSA-40) and paid for the necessary repairs to the County owned vehicles. However, the insurance payments were made out to CSA-40, and the County needs to reimburse the District for their out of pocket expenses. Payment to the District is appropriate because NBF was annexed into the District on June 21, 2023.

Discussion:

The County entered into an agreement with North Bay Fire, Inc. on April 19, 2019, to provide fire and emergency services within the boundaries of County Service Area 40 (CSA-40) and provide all maintenance and repairs to any vehicle or apparatus owned by any Voluntary Fire Company within CSA 40. During Fiscal Years 2020-2021 and 2021-2022, the County’s insurance policy for vehicles owned by the County listed North Bay Fire as an insured. During this timeframe, North Bay Fire paid for repairs to County owned fire and emergency vehicles in the amount of $100,014.98 (attachment A). The County received the reimbursement claims for the $100,014.98 in repairs paid by North Bay Fire.

On June 21, 2023, the Sonoma Local Agency Formation Commission recorded a Certificate of Completion for a Reorganization of Territory, in which North Bay Fire was annexed into the Gold Ridge Fire Protection District (District). Therefore, the Reimbursement Agreement for Insurance Claims Between the County of Sonoma and the District (attachment B) authorizes the County to reimburse the District for the $100,014.98 in insurance payments.
