Executive Summary:

On June 17, 2024, the Director of Emergency Services, issued a Proclamation of a Local Emergency in the Sonoma County Operational Area due to the Point Fire, which was initiated on June 16, 2024, on Stewarts Point Road and Skaggs Springs, in Geyserville, California. Your Board ratified the Director of Emergency Services Proclamation of Local Emergency on June 19, 2024, as required by Government Code section 8630.

Per the requirements of Government Code section 8630, the Board must review the proclamation of local emergency every 60 days and determine if there is a need for continuing the local emergency.

The conditions that gave rise to the local emergency no longer exist (emergency protective measures, emergency mitigation measures) and staff recommends terminating the Proclamation of Local Emergency.

Discussion:

On June 16, 2024, at 12:30 p.m., the Point Fire started on Stewarts Point Road and Skaggs Springs Road in Geyserville, California. During the incident, evacuation orders were issued for zone SON-2E2 and evacuation warnings for zones SON2-E3. The County activated the County/Operational Area Emergency Operations Center (EOC), establishing a temporary evacuation point (TEP) in Forestville to support community members in and near the evacuation zones.

On June 24, 2024, the Unified Command for the Point Fire reported 100% containment for the incident. The fire damaged/destroyed 14 structures, five residential and nine utility or miscellaneous structures, and injured one firefighter.

As of August 16, 2024, conditions such as emergency protective measures that gave rise to the proclamation of local emergency no longer exist, and emergency mitigation measures of public infrastructure have been completed, so the Director of Emergency Management recommends terminating the Proclamation of Local Emergency.
