Delegate authority to the Director of Sonoma County Public Infrastructure to negotiate and execute an amendment, in form approved by County Counsel, for the extension of the contract (in total not to exceed $950,000, currently has been expended $374,069) with the Gordian Group in support of and for the duration of the existing Job Order Contract Program term ending November 7, 2023.

Executive Summary:
The Gordian Group is the administrator of the Job Order Contract (JOC) Program. The Group maintains the proprietary Construction Task Catalog (CTC) which all JOC contractors abide by. The extension will allow the Gordian Group to continue to administer the existing JOC Program until expiration of the individual existing JOC agreements, which have terms set to expire on November 7, 2023.
Discussion:
The Gordian Group has been providing the County’s Job Order Contracting management system since the 2008 pilot program. Gordian’s proprietary software has been customized to reflect the County’s current reporting needs. Gordian has provided excellent support to County’s annual construction contract solicitations, and have provided high quality field support and training on a regular basis to both County staff and contractors. In the last year, they have acquired and integrated the largest cost estimation publisher in the U.S.
The current contract was executed February 18, 2018, for a three (3) year term with two (2), one (1) year options to renew, which were both exercised. The contract term is set to expire on February 18, 2023.

Narrative Explanation of Fiscal Impacts:
There is no direct cost associated for the renewal of E-Gordian licensing. The license fee for using the E-Gordian is 1.95% of the awarded construction cost when a project gets awarded.
The current Director's direction, JOC contract program is only applicable for projects in urgency /emergency in nature, such as the generator, as we must prepare for the fire season. As of today, there are currently 3 generator projects that will go to the JOC program, with the total cost estimations of $1,876,609. Therefore, excluding the unforeseen emergency, the potential E-Gordian licensing fee estimate will be $36,593.88.
