A)                     Adopt a Resolution authorizing the Sheriff-Coroner to execute the California Department of Parks and Recreation, Division of Boating and Waterways, Boating Safety and Enforcement Equipment Grant Agreement (BSEE-23) Grant Number C23L0619 and all related documents, for a grant award amount not to exceed $24,500 for FY 23/24. The grant award will allow the Marine Unit to purchase equipment to provide boating safety, law enforcement services, and search and rescue activities on the County’s waterways.

B)                     Adopt a Resolution adjusting the Sheriff’s Office FY 2023-2024 Adopted Budget, increasing expenditure appropriations and offsetting grant revenue from the California Department of Parks and Recreation, Division of Boating and Waterways in the amount of $24,500. (4/5 vote)

Executive Summary:

The Sheriff-Coroner is requesting authorization to execute a Grant Agreement and subsequent related documents for a grant award in the amount of $24,500 from the California Department of Parks and Recreation, Division of Boating and Waterways. The grant was written and approved for the purchase of two (2) Shoxs seats ($8,000/each) and one (1) Garmin Navionics package ($8,500).  This equipment replaces aged equipment on primary boats utilized by the Marine unit on Sonoma County waterways. These grant items must be purchased, received, and installed prior to the end of the grant performance period on September 30, 2024.

 

Discussion:

The California Department of Parks and Recreation, Division of Boating and Waterways (DBW) makes grants available through its Equipment Grant Program for local government agencies to purchase boating safety and law enforcement equipment.  The Sheriff’s Office Marine Unit maintains primary law enforcement jurisdiction over Sonoma County’s waterways, which includes Bodega Bay, Lake Sonoma, the Russian River, Petaluma River, Sonoma County portion of the San Pablo Bay, Gualala River, and Sonoma County coastal Pacific Ocean.

 

In April 2023, the Sheriff’s Office Marine Unit applied for an equipment grant and was notified in September 2023 that the Division of Boating and Waterways had awarded the Sheriff’s Office $24,500 to purchase: two (2) Shoxs seats ($8,000/each) and one (1) Garmin Navionics package ($8,500) to restore the Marine Unit’s ability to provide boating safety, law enforcement services, and search and rescue activities on the County’s waterways.

 

These grant funds will be utilized to replace the two failed shock absorbing seats on one vessel in the Marine Unit fleet and replace the failed marine charting and mapping unit on another fleet vessel. This will alleviate the Sheriff’s Office need to seek additional County General Fund appropriations for this replacement equipment. Upon the Board’s authorization, the Sheriff will execute the award documents and immediately direct the Marine Unit to purchase equipment and services needed with the grant’s allotted time constraints.

 

Appropriations needed to proceed with the equipment expenditures are being requested through a budgetary resolution. The Sheriff is requesting the attached Budget Resolution be approved to appropriate expenditures and offsetting revenue from DBW in the amount of $24,500.

Narrative Explanation of Fiscal Impacts:

No matching funds are required for the Boating Safety and Enforcement Equipment Grant. The Sheriff’s Office will be reimbursed up to $24,500 for its related purchases. The accompanying Resolution requests appropriations and offsetting Boating Safety and Enforcement Equipment Grant revenue. These are one-time expenditures that will be 100% grant revenue funded. Maintenance and support costs will be covered by the annual appropriation for Marine Unit equipment maintenance.
