Executive Summary:

The Department of Public Infrastructure (SPI) recommends that the Board of Supervisors adopt an Ordinance to establish no parking zone restrictions in the vicinity of VJB Cellars.  The no parking zones will be located on the west side of Shaw Avenue (#76014) from Postmile 10.11 to 10.20, the east side of Shaw Avenue from Postmile 10.19 to 10.20, and the west side of Maple Avenue (#76013) from Postmile 10.14 to 10.21. These no parking zones will improve vehicular, bicycle, and pedestrian safety.

In addition, SPI recommends that the proposed Ordinance establishes a midblock crosswalk on Shaw Avenue between 60 and 75 Shaw Avenue (Postmile 10.755) and authorizes the Director of SPI to accept midblock crossing improvements to be installed by VJB Cellars into the County’s road maintenance inventory.  Section 21106 of the California Vehicle Code authorizes the Board to establish crosswalks between intersections by ordinance or resolution. Establishing a midblock crosswalk on Shaw Avenue between 60 and 75 Shaw Avenue will improve pedestrian safety and enhance access to the businesses, parking lots and public spaces in the vicinity of the crossing.

 

Discussion:

The Board of Zoning Adjustments granted VJB Vineyard and Cellars a Use Permit Modification No. PLP05-0009/VJB on December 15, 2022 for modifications of their wine and food service facility at 60 Shaw Avenue and the addition of a parking lot at 75 Shaw Avenue. The conditions of approval require VJB to request an ordinance for parking restrictions on Shaw Avenue and Maple Avenue. In addition, the conditions of approval require VJB to request approval of a midblock crosswalk between their food and wine facility at 60 Shaw Avenue and the proposed parking lot at 75 Shaw Avenue and install crossing improvements. Establishing a midblock crosswalk must be authorized by the Board pursuant to California Vehicle Code Section 21106.

The proposed no parking restrictions and the midblock crosswalk are necessary to ensure public safety, especially for pedestrians and bicyclists that frequent VJB Vineyard and Cellars and other nearby businesses and the adjacent county-maintained Shaw Park.

SPI recommends that the Board approve the proposed parking restrictions, establish a midblock crosswalk pursuant to California Vehicle Code Section 21106, and authorize the Director of SPI accept the crossing improvements into the County’s road maintenance inventory.

If approved, VJB will pay for installation of appropriate signage, markings and other requirements described in the conditions of approval. Once installed the County will assume ownership and provide ongoing maintenance at its own expense. The current annual cost of maintenance is estimated at $2,500.

Narrative Explanation of Fiscal Impacts:

VJB Cellars will pay for installation of appropriate signage, markings and other requirements described in the conditions of approval. Ongoing expenses associated with maintaining the signage and traffic markings is estimated to be $2,500 per year and will be included in future Road Maintenance Recommended budgets (11051-34010102). Road maintenance utilizes multiple sources of funding for ongoing maintenance including: the State Highway Users Tax (HUA), Senate Bill 1 Road Maintenance and Rehabilitation Program (SB1), contributions for Sonoma County’s General Fund, and allocations from Measure M.
