Executive Summary:

In coordination with the Department of Rehabilitation, the Sonoma County Workforce Investment Board applied for and was awarded the Student Training and Employment Program grant funds from the Foundation for California Community Colleges. Approval of this item will authorize the Director of the Human Services Department to receive grant funds in the amount of $711,800 for Fiscal Year 2024-2025, to receive up to $750,000 for the remaining 24 months of the grant period, and to execute an agreement with the Foundation for California Community Colleges for the period of July 1, 2024, through December 31, 2026. This grant funding will provide education, training, work readiness services and paid work experiences to students with disabilities through the My Pathway Program.

 

Discussion:

The My Pathway Program (MPP) provides youth and young adults ages 14-24 with the education, training, work experience, and supports necessary to gain and retain permanent employment in their chosen career pathway. MPP emphasizes career pathway planning and paid work experience and training through a partnership between contracted local youth service providers and the Human Services Department (HSD). HSD’s Employment and Training Division develops and coordinates all paid work experience for program participants throughout Sonoma County, including opportunities with a focus on expanded internships in County departments.

 

Under MPP, youth are provided comprehensive case management to coordinate service delivery, including career planning, preparation and training to address barriers to employment and/or education. Funds received for the Student Training and Employment Program (STEP) will provide individualized services to 80 students with disabilities, in the form of personalized career planning, paid work experience opportunities, job preparation training, job exploration and postsecondary enrollment counseling.

 

The MPP is funded with a mixture of Workforce Innovation & Opportunity Act (WIOA) Title I funding and CalWORKs funding provided through a state allocation to HSD MPP funding for FY24-25 is as follows: $773,301 from WIOA funds from the Department of Labor, $257,261 Realignment funds $81,158 Temporary Assistance for Needy Families (TANF) funds from the California Department of Health and Human Services Department. If grant funding is accepted, the STEP would add $711,800 to the MPP for participants with disabilities.

 

On January 18, 2024, a Request for Proposals (RFP) was issued for MPP under WIOA to procure at least one contractor to administer MPP. Proposers were asked to demonstrate their ability to service all geographic regions of the county either alone or with well-established partnerships, as well as the ability to serve all youth priority populations under MPP. The RFP required proposers to describe their MPP program, including the provisions of the WIOA required 14 elements. Three proposals were submitted. The Proposal Review Committee, comprised of three outside reviewers, used the evaluation and scoring methodology outlined in the RFP to assign scores. The Proposal Review Committee concluded that two contractors could meet the program requirements as specified in the RFP. The Committee recommended contracting with Goodwill Industries of the Redwood Empire and Petaluma People Services Center to administer MPP services county-wide effective July 1, 2024.

 

On May 13, 2024 the Workforce Investment Board accepted the Proposal Review committee’s funding recommendation.

This revenue is included in the Fiscal Year 2024-2025 recommended budget for Board consideration in June 2024. HSD is not requesting to increase current appropriations.
