Executive Summary:

The Department of Transportation and Public Works (TPW), is requesting authorization for the Chair to execute an Agreement for Traffic Signal Maintenance and Emergency Repair Services with DC Electric Group, Inc., for repair services to county-owned signals, railroad crossing signals, and a pedestrian flashing beacon.

TPW’s inventory of traffic signals and pedestrian activated safety devices located at some crosswalks has grown over time and TPW has determined a need for contract services to support our staff resources for the maintenance and emergency repairs of these devices.

Discussion:

TPW currently owns and operates thirty-eight (38) county-owned signalized intersections, two (2) railroad crossing queue cutter signals and one (1) pedestrian activated flashing beacon. This agreement would provide supplemental maintenance and emergency repair services for these facilities.

The County’s traffic signal inventory has grown over time and now includes signalized intersections, railroad crossing queue cutter signals, and a pedestrian activated and hybrid beacons. With the existing and the projected inventory TPW believes it is necessary to continue to contract with an outside service provider in order to provide timely repair and maintenance of the inventory. The recommended contract in this Board Item provides for 24/7/365 emergency repair services, as well as, on-call maintenance support to ensure public safety and mitigate risk to the County.

In March 2020, TPW issued a Request for Proposals (RFP) for traffic signal maintenance and emergency repair services. The RFP was advertised in a newspaper of general circulation, and on the Purchasing Supplier Portal. In response to the RFP, one proposal was received, from DC Electric Group, Inc.

The proposal was evaluated by a panel of TPW staff and considerations included responses to the following criteria: qualifications, experience, costs, ability to perform services, record and inventory management, quality and completeness of proposal, and local preference. DC Electric was deemed to have successfully meet all the requirements.

Additionally, DC Electric is the current service provider, with an agreement due to expire on June 30, 2020. TPW is very satisfied with their performance under the current agreement. DC Electric is a local business based in Cotati, CA.

DC Electric has successfully worked very closely with our Traffic Signal Maintenance staff over the past six years, and has a record of providing excellent service. They are able to supplement our department staff, not only with labor but also equipment needed to make timely repairs in an emergency situation. DC Electric was also invaluable in assisting with our responses to recent Public Safety Power Shutoff (PSPS) events.

TPW recommends award of this agreement to DC Electric Group, Inc.

Narrative Explanation of Fiscal Impacts:

Appropriations for this contract have been included in the fiscal year 2020-2021 Department Recommended Road Maintenance budget. Pending Board approval, appropriations will be included in the Department’s fiscal year 2021-22 and 2022-23 budgets as they are developed. Sources of revenue for this contract include revenues distributed to local agencies by the State through SB1 and the Highway Users Tax Account (HUTA). SB1 an HUTA generate revenue through per-gallon excise taxes on gasoline and diesel fuel, sales taxes on gasoline and diesel fuel and registration taxes on motor vehicles.
