Executive Summary:
In the 2022/2023 budget the Board of Supervisors approved the Community Infrastructure Project Fund with $2 million per district to be used for infrastructure improvements. The fifth district is proposing to use $200,000 of their funding for crosswalk enhancements at Taft Street and Sunset Avenue, in the City of Sebastopol.
This board action will allow the County Administrator to enter into a grant funding agreement with the City of Sebastopol to use those available funds towards installation of an enhanced crosswalk with flashing beacons along with various signage and striping improvements.
Discussion:
Crosswalk enhancements at Taft Street and Sunset Avenue in the City of Sebastopol, has been identified as a high priority for the safety of students entering Analy High School. W-Trans prepared a Safe Routes to School Engineering Evaluation in April 2019, in which safety improvements to the existing crosswalk were recommended as follows:
Identified Need/Observation ‐ There is an existing high visibility school‐zoned crosswalk that runs diagonally at the intersection of Taft St/Sunset Ave. The crosswalk leads into the gated roadway onto campus. Diagonal crosswalks are non‐standard.
Recommended Improvement ‐ The diagonal crosswalk provides the best pedestrian sight distance conditions for drivers approaching the intersection. Suggest that the City install appropriate pedestrian crossing signage, advance yield markings (shark’s teeth) and possibly a Rapid Flashing Beacon to aid pedestrians in crossing the street.
This public safety infrastructure project is consistent with intent of these funds and will serve neighborhood and public purposes, benefit the community and economy, and will meet the social needs of the population of the county in accordance with Government Code section 26227.
The attached funding agreement contains standard terms and conditions for County funding agreements and grant opportunities.

Narrative Explanation of Fiscal Impacts:
Funding for the agreements will come from the fifth district allocation of the Community Infrastructure Project funds. Sufficient funds are included in the FY23-24 budget to cover this expense.
