Executive Summary:
The Sonoma County Public Infrastructure Department (SPI) recommends that the Board establish a no parking zone on Church Street in the vicinity of the Inn at Occidental. The proposed no parking zone will be located on the west shoulder of Church Street from PM 10.06 to PM 10.08. The proposed no parking zone will improve vehicular, bicycle, and pedestrian safety.
Discussion:
SPI received a project referral for the Inn at Occidental development in 2022 (ENC22-0252). The project includes public improvements for parking along Church Street in front of the Inn at Occidental. The project also included a vacation of right-of-way along the frontage of the Inn. To accommodate approved perpendicular parking bays along the frontage of the Inn, SPI recommends that no parking zones be established on the opposite side of Church Street so that there is sufficient space for vehicles to back out of the parking bays.
This ordinance was presented to your Board on January 23, 2024, for its first reading. The purpose of this item is to formally adopt the ordinance.

Narrative Explanation of Fiscal Impacts:
Expenses associated with maintaining the signage and traffic markings are estimated to be $2,000 annually and will be included in future Road Maintenance Recommended budgets (11051-34010102). Road maintenance utilizes multiple sources of funding for ongoing maintenance including: the State Highway Users Tax (HUTA), Senate Bill 1 Road Maintenance and Rehabilitation Program (SB1), contributions for Sonoma County’s General Fund, and allocations from Measure M.
