Adopt a Personnel Resolution Amending the County Administrator’s Office allocation list to extend 1.0 full-time equivalent (FTE) time-limited Principal Analyst position allocation from October 4, 2024 to December 31, 2025.

Executive Summary:

On May 11, 2021, your Board approved utilizing 2017 PG&E funds to establish the Climate Resiliency Fund.  Part of the Fund was programmed to finance 3.0 positions for the period of 3 years to staff the CAO’s new Climate Action and Resiliency Division responsible for leading the achievement of the goals and objectives within the County’s Strategic Plan’s Climate Action and Resiliency pillar <https://socostrategicplan.org/climate-action-and-resiliency/>

 

The new established division has filled the division manager (Deputy County Administrator) and Administrative Aide time limited positions. Now to complete the recruitment process of the remaining unfilled Principal Analyst position, staff is recommending to adjust the end date of the of the position from 10/24/2024 to 12/31/2025, which will mirror the 3 year period originally intended by the Board. 

 

Discussion:

 

The County hired a Director of Climate Action and Resiliency (Deputy County Administrator - job classification) in October 2021.  The Director has worked along with the Climate Administrative Analyst previously hired within the CAO’s Policy, Grants and Special Projects division, to develop a plan for achieving the goals and objectives outlined in the Climate Action and Resiliency Pillar of the County’s Strategic Plan.

In early 2022, the Division began a trial merger with the Energy and Sustainability Division of General Services to evaluate program synergies and opportunities, and on August 2, 2022, your Board approved that merger as a permanent restructuring. Hiring of the Principal Analyst has been delayed while the Division was restructured, and the current end date leaves less than two years before the position expires.

The department has initiated a continuous recruitment for a Time Limited Principal Analyst in coordination with Human Resources, and anticipates filling the vacancy by March 1, 2023.

Extending the term of this position from October 4, 2024 to December 31, 2025, allows for the additional time necessary to achieve the intended scope for the position.

Narrative Explanation of Fiscal Impacts:

Since the position has been vacant in the current fiscal year, only 4 months of the year is reflected. Further, the fiscal impact associated with extending the end date of through December 2025 will be reflected in the FY 2025-26 budget for half of the fiscal year, which will include the 2017 PG&E Settlement funds as offset to the cost in the same year.
