Executive Summary:
This item requests Board adoption of a resolution appointing Cathryn Couch as Sonoma County’s Public Representative on the Partnership HealthPlan of California Commission for a four-year term beginning January 1, 2021. Per Sonoma County Code, Chapter 34 - County Organized Health System, one of the four Sonoma County representatives on the Partnership HealthPlan of California Commission is to be a Public Representative.
Discussion:
Partnership HealthPlan of California Commission is a multi-county commission that provides for a managed healthcare plan for Medi-Cal recipients. Implementation of a county organized health system is authorized by Welfare and Institutions Code Section 14087.54. In September 2009 the Board of Supervisors of Sonoma County approved an ordinance adding Chapter 34 to the Sonoma County Code, authorizing the County to join the Commission.
The Partnership HealthPlan of California Commission is comprised of representatives from Del Norte, Humboldt, Lake, Lassen, Modoc, Marin, Mendocino, Napa, Shasta, Siskiyou, Solano, Sonoma, Trinity, and Yolo counties and provides coverage to over 560,000 Medi-Cal enrollees, including over 100,000 current Medi-Cal enrollees in Sonoma County.
The number of per-county Commission member seats is based upon the number of Medi-Cal beneficiaries within each county. There are currently 29 Partnership HealthPlan of California Commission members with per-county seats as follows: Del Norte (1), Humboldt (1), Lake (2), Modoc (1), Marin (2), Mendocino (2), Napa (1), Solano (4), Shasta (4), Siskiyou (1), Sonoma (4), Trinity (1), Yolo (3), at large consumer - Northeast Region (1), and at large consumer - Southeast Region (1).
Partnership HealthPlan of California Commission bylaws and Chapter 34 of the Sonoma County Code permit members to serve multiple terms. In addition, members are allowed to retain their Commission seat upon conclusion of their term until a successor member has been selected. The Sonoma County Board of Supervisors is responsible for appointing members to the Commission based on the selection process and criteria specified in Chapter 34. The term of office is four years.
One Partnership HealthPlan of California Commission member is to be a Public Representative. In October 2020 the Department of Health Services emailed local partners inviting them to apply for the soon to be vacant Public Representative position on the Commission. Two applications were received and reviewed by the Department, followed by candidate interviews.
The Department recommends appointing Cathryn Couch to the Partnership HealthPlan of California Commission, as the Public Representative, for the term January 1, 2021 through December 31, 2024. As the founder and Chief Executive Officer of Ceres Community Project, Ms. Couch is an active member of the community participating in numerous organizations focused on community health (Health Action, Portrait of Sonoma, Hearts of Sonoma, Committee for Health Care Improvement and more). She is an advocate for those in need of health equity in our community and has built relationships with Senator Mike McGuire and Assembly Member Jim Wood to advance policy related to the provision of food as a health care intervention. As the proposed Public Representative, Ms. Couch will bring her passion and dedication to the Partnership HealthPlan of California Commission.
Cathryn will replace Richard Fogg, who currently serves as the Public Representative for the Commission and who has tendered his resignation.
