Executive Summary:
The canvass for the November 4, 2025, Statewide Special Election, has been completed and certified by the Registrar of Voters. The Registrar of Voters is now submitting the official canvass to the Board of Supervisors for adoption as provided by law.
Discussion:
On August 21, 2025, Governor Gavin Newsom signed Senate Bill 280 into law, calling a Statewide Special Election to be held on November 4, 2025, for voters to decide the fate of Proposition 50, a legislative constitutional amendment authorizing temporary changes to California's Congressional district maps. Senate Bill 280 also allowed any local elections previously set to take place on November 4, 2025, to be consolidated with the Statewide Special Election. In Sonoma County, two local contests had already qualified for the ballot:
• Timber Cove County Water District, District Director
• Measure I: Petaluma Joint Union High School District Parcel Tax
California Elections Code Sections 15300-15306 and 15370-15377 provide that the elections official (Registrar of Voters) shall conduct an official canvass of the ballots cast and certify the results. For local contests, results must then be submitted to the relevant governing bodies for adoption within 30 days of the election. For state contests, results must be sent to the California Secretary of State within 31 days of the election.
In accordance with these provisions, on December 2, the certified results for the Timber Cove County Water District contest (District Director) and the Petaluma Joint Union High School District contest (Measure I) were sent to their respective governing boards. Also on December 2, the certified results for Proposition 50 were sent to the California Secretary of State.

Narrative Explanation of Fiscal Impacts:
The State of California called a Statewide Special Election to take place on November 4, 2025, to be reimbursed by the State after the start of the Fiscal Year (FY) 2025-2026. As such, the Statewide Special Election expenses and revenue were not included in the FY 25-26 adopted budget. Appropriations will be added to the budget during the second quarter Consolidated Budget Adjustments.
