Authorize the Chief Probation Officer to execute a professional services agreements with HOPE Program and Jeanette M. Gilbert, Marriage and Family Therapy Inc. (T2) for an initial period of April 22, 2025, through March 31, 2027, to provide treatment services for youth and adults adjudicated/convicted of sex offenses and to execute up to three one-year extension options for a maximum five-year agreement with each provider, and authorize the Chief Probation Officer, with County Counsel approval, to execute amendments to these agreements that do not substantially alter the terms of the agreement and do not increase annual contract amounts by more than $25,000 per year.

Executive Summary:

The Probation Department requests Board approval to execute professional services agreements with HOPE Program and Jeanette Gilbert, MFT Inc. to provide counseling and therapy for youth and adults adjudicated/convicted of sex offenses. Under these agreements, providers, working in collaboration with Probation, will provide group and individualized treatment plans using evidence-based modalities to promote healthy change in clients, reduce recidivism, and help victims overcome their traumas. These providers were selected as the result of a competitive Request for Proposal (RFP) process.

 

 

Discussion:

Providers will offer comprehensive services to clients adjudicated/convicted of sex offenses to reduce recidivism and promote healthier lifestyles. All services will be in strict adherence to the California Sex Offender Management Board. Clients will participate in intake sessions to assess risk and develop an individualized treatment plan that progresses through multiple phases of treatment. All clients will participate in individual sessions to address their specific risks and goals, as well as group sessions, which promote accountability and peer learning. Providers will also offer counseling for victims.

 

While each provider’s services will be available to both youth and adults, HOPE Program will primarily serve youth in juvenile hall and the community while Jeanette Gilbert, MFT Inc. will primarily serve adults in the community.  The County will cover all costs for services provided to juveniles while costs provided to adults will be a cost-sharing arrangement between the client and the County.  The annual not to exceed amount for both agreements is $300,000 per year.  Annual not to exceed amounts are based on current usage levels, however, the number of referrals may increase in the future.  As a result, the Department is recommending that the Chief Probation Officer be authorized to execute amendments for each contract of up to $25,000 per year in event that the need for services increases.

 

Under both providers, clients will follow specialized curriculum. Youth treatment will employ the “Collaborative Model” while adult treatment will employ the “Containment Model.” Both models are recommended by the California Sex Offender Management Board.

 

Providers will collaborate closely with Probation by regularly participating in team meetings and providing reports on treatment progress.

 

Selection Process

The Probation Department issued a Request for Proposals (RFP) announcement in September 2024, which was distributed to subscribers on Purchasing’s RFP posting list. The RFP sought proposals from one or more organizations to provide treatment to individuals adjudicated/convicted of sex offenses, including youth serving commitments within the Sonoma County Juvenile Hall and adults and juveniles under community supervision who have been ordered to complete this treatment. The RFP required that providers must assertively engage youth and their families and other participants from diverse backgrounds, employing culturally competent and culturally sensitive strategies, including provision of services in Spanish. Finally, the RFP required that selected providers develop a Results Based Accountability Plan that establishes performance measures, data collection methods, and population-level results.

 

HOPE Program and Jeanette Gilbert MFT, Inc. were the only organizations to submit proposals. A panel of representatives from the Probation Department and the Department of Health Services rated the proposals using clear criteria such as qualifications and experience, project approach and work schedule, and costs for services. Based on its proposal review, the evaluation committee recommends awarding contracts to both providers.

Narrative Explanation of Fiscal Impacts:

Costs for all years of this agreement are within the Department’s annual operating budget.  Services provided for adult probation clients are paid for through the General Fund, while services provided to juvenile probation clients can be paid for through Special Revenue funds utilizing funds for these types of services for youth.
