This amendment will be funded by United States Department of Justice Office on Violence Against Women’s Improving Criminal Justice Responses Grant Program.

Executive Summary:
Sonoma County Board of Supervisors has approved the acceptance of two grants by the Sonoma County District Attorney’s Office:
1) United States Department of Justice Office on Violence Against Women’s Improving Criminal Justice Responses Grant Program; and
2) United States Department of Justice Office for Victims of Crime’s Creating New Pathways of Hope and Healing for Polyvictims Program; and
These grants rely upon partnerships with community-based organizations, such as the YWCA, to achieve the goals set forth in the programs. The contract amendment with the YWCA of Sonoma County exceeds $100,000 in the 2021 calendar year and requires approval by the Board.
Discussion:
Managed by the District Attorney’s Office, the Family Justice Center Sonoma County (FJCSC) is a multi-agency, multi-disciplinary, co-located service center in Santa Rosa that provides services to victims of sexual assault/domestic violence, child/elder abuse, dating violence, and stalking in Sonoma County.
These grants rely upon partnerships with community-based organizations to achieve the goals set forth in the programs supported with the grant funds. The District Attorney’s Office contract with the YWCA of Sonoma County is required for the successful execution of these grant programs.
The YWCA of Sonoma County supports families affected by domestic violence by providing safe shelter, therapy, advocacy, and on-going support. These contracts were single-sourced as YWCA of Sonoma County is the only domestic violence advocacy agency in Sonoma County.
The Family Justice Center Sonoma County has established, working relationships with governmental and community organizations to ensure coordinated services are provided to victims. Funding bolstered the number of staff for the District Attorney’s office and the Community Based Organizations. This allowed for shortened wait times for clients to begin their service delivery process. Staff provides emergency resources and services outreach, advocacy, navigation, case management and legal services to victims.
Under the Office on Violence Against Women’s Improving Criminal Justice Responses Grant Program and the Office for Victims of Crime’s Creating New pathways of Hope and Healing for Polyvictims Program, YWCA coordinates and staffs the FJCSC Navigator program with two full-time Family Justice Center Navigators who work on-site at the FJCSC, providing advocacy and counseling and ongoing case management services to victims of domestic violence, and facilitating the development and implementation of client referral and tracking systems. The FJCSC Navigators provide English-Spanish bilingual screenings, group case management, court accompaniment, and access to shelter and therapy for victims; facilitate or translate DV educational support groups in Spanish to Victims of domestic violence; work with FJCSC to offer training for interns and staff working directly with victims of domestic violence; and respond to hotline calls from Santa Rosa Police Department to accompany law enforcement on DV calls and follow up with victims who demonstrate interest in YWCA and FJCSC services. With this amendment and the use of cost savings in other grant areas, the YWCA will be able to continue to provide one additional full-time Navigator for five months. This Navigator was initially funded through a California Office of Emergency Services grant, from January 2019 through March 2021. Unfortunately, this grant was not included in the current state budget.
For calendar year 2021, this Professional Services Agreement between the District Attorney’s Office and the YWCA of Sonoma County totals $113,083.02. As a result, this Amendment requires approval by the Board of Supervisors.

Narrative Explanation of Fiscal Impacts:
The cost of the additional services for five months is $22,500. This will be addressed through reallocation of budget items within the grant and administratively with the County Administrator’s Office. This program is entirely grant-funded and there are sufficient grant funds to accommodate this increase. There will be no impact to the County’s General Fund and no additional appropriation is needed.
The total amount paid to the YWCA under this amendment does exceed $100,000.00 in the 2021 calendar year period, therefore Board approval is required. The contract costs will be fully reimbursed by the grants, with no General Fund support required.
