C)                     Authorize the General Manager of Sonoma Water to sign Section 00 65 23 (Agreement and Release of Any and All Claims), with County Counsel review, if any unresolved claims are listed by the contractor.

Executive Summary:

This item requests approval of a contract with TerraCon Constructors for $730,631.00 for the Petaluma Aqueduct Rehabilitation at SMART Crossing Project.  This Project will identify the location of a potential leak on the Petaluma Aqueduct.  Additionally, the Project will install valves as a means to isolate the section of the pipeline that is the likely source of the potential leak, assess the condition of the pipeline and identify the appropriate long term repair if needed.

 

Discussion:

The Petaluma Aqueduct was constructed in 1962 and carries drinking water from central Santa Rosa approximately 16 miles south to the city of Petaluma.  The Aqueduct consists of a combination of 24” and 33” mortar-lined and mortar-coated steel pipe. For most of its length, the Petaluma Aqueduct parallels the SMART railroad tracks.

 

In 2021 Sonoma Water received a report of standing water in the vicinity of the Petaluma Aqueduct and the SMART rail crossing located in southwest Santa Rosa, between Hearn Avenue and Bellevue Avenue.  Sonoma Water staff undertook two separate investigations to determine the source. Tests were performed to determine if the water could be coming from the aqueduct. Results from both acoustical testing and electrical current tracing indicate that the water was potentially coming from a leak in the Petaluma Aqueduct where it crosses under the SMART tracks.  At this location, the aqueduct is encased within a secondary steel pipe to protect the aqueduct and the railway from damage.  However, due to both the casing and the proximity of the active railway, access to the suspected leak location is highly constrained.

 

This Project will provide access to the pipeline so that the location of the potential leak can be precisely identified.  As part of this project isolation valves will be installed to allow for shutdown of the segment of the Aqueduct that runs under the SMART railway.  Additionally, the project will assess the condition of the 60 year old Aqueduct and identify an appropriate long term repair if needed.

 

Petaluma Aqueduct Rehabilitation at SMART Crossing consists of rehabilitation of a portion of Owner’s Petaluma Aqueduct at the SMART train crossing, located near 2835 Duke Court, Santa Rosa California and APN 043-091-040, an empty lot located between 2727 Dowd Drive and 2811 Dowd Drive, Santa Rosa, California 95407.  The Work includes, but is not limited to, excavation, shoring and installation of two temporary line stops; excavation, shoring and installation of two 24-inch diameter isolation valves; temporary removal and replacement of two 24-inch AWWA C200 welded steel pipe 45-degree ells; repair of the aqueduct; backfill; and surface restoration.  Work shall be completed within 75 Days from the date when Contract Time commences to run.  Bidding Documents contain the full description of the Work.

The Engineer’s Estimate was $220,000.00

 

The lowest responsive and responsible bid is from TerraCon Constructors, Inc. and is $510,631.00 over the Engineer’s Estimate.  TerraCon Constructors, Inc. is experienced in this type of construction and met the experience requirements.

 

A contractor must execute a release of claims (Section 00 65 23) before final payment but may except any unresolved claims from the release.  The requested action authorizes the General Manager to approve the release unless the contractor lists unresolved claims.  In that case, County Counsel must review Section 00 65 23 prior to General Manager approval.

 

Construction on the Project is scheduled to begin approximately August, 2022, with an estimated completion date of December, 2022.

 

Sonoma Water recommends the Board take the following actions:

1.                     Adopt and approve the Project Manual and Drawings (“plans and specifications”) entitled "Petaluma Aqueduct Rehabilitation at SMART Crossing.”

2.                     Award the contract to with TerraCon Constructors, Inc. for construction of Petaluma Aqueduct Rehabilitation at SMART Crossing and authorize the Chair to execute the contract.
