Executive Summary:

The Human Services Department (HSD) is requesting to delete 1.0 Full-Time Equivalent (FTE) Human Services Systems and Programming Analyst (HSSPA) and add 1.0 FTE Human Services Database Administrator (HSDBA). There has been continued growth in the department over the last ten years combined with an increase in the number of database servers, databases, internally developed applications, and management of external data sources to support the work of service and program delivery. It has become imperative to have a dedicated resource to support the internally developed applications and related body of work, in addition to resources currently supporting third party and state systems. Since this growth has a direct correlation to the management of data, the HSDBA classification is more appropriate to this body of work and better suited to address the department’s needs.

 

HSD is requesting to delete 1.0 FTE Department Information Systems Specialist (DISS) II and add 1.0 FTE Human Services Network Analyst. Due the continued growth in the department over the last ten years, the migration to cloud services, the need to advance our cybersecurity posture and to manage computing endpoints in Office 365, it has become imperative to have a focused position to assist with these initiatives. The Human Services Network Analyst is the most appropriate classification to take on this body of work for the Department.

 

Discussion:

Human Services Database Administrator

Over the past 10 years, the number of Structured Query Language (SQL) servers managed by HSD IT has increased from 1 to 13 and the number of internally developed applications has increased from 0 to over 40, while there has been no increase in the number of IT line staff to support this volume of work. It has become clear that HSD does not have sufficient resources to manage the workload related to third party and state application databases, nor do they have the bandwidth to support the breadth of internally developed enterprise applications and related data. 

 

The Human Services Programming and Systems Analyst that was vacated was doing lower-level data management and internally developed applications workload that has evolved into a workload requiring a higher-level skillset. The HSDBA position will have a focus on internally developed applications and related database administration, thus ensuring the security and availability of these data sources related to internally developed applications. Management of these internal applications is critical to HSD’s ability to deliver and manage mandated programs and services for the County. Due to the increased need for resiliency and security, the consequence of error is extremely high. Additionally, with HSD’s goals related to implementing and migrating to cloud-based systems, there is a need for additional resources at the HSDBA level to support these efforts. The HSDBA classification is more appropriate and better suited to the management of this body of work.

 

Human Services Network Analyst

In the current landscape with fires, power shutoffs and pandemics, paired with the growth in HSD staff and program complexity over the last ten years, it has become imperative that the Department implement and migrate to cloud-based and other systems that better support higher levels of resiliency, availability, and security. In addition, the complexity of the computing environment has increased dramatically. To ensure continued successful technical operations, it is imperative that HSD IT have an additional technical level position with a focus on endpoint management, security, and administration of our network. 

 

The current DISS II position is inadequate for this body of work, which includes responsibility for the design, evaluation, implementation and maintenance of cloud-based endpoint management solutions and enterprise endpoint security. A dedicated and focused technical position, the Human Service Network Analyst, is required to help support this transition and have responsibility for the new model of service delivery, security, and endpoint management. This position will help with management of Office 365 and security and incident response, working closely with management, vendors, and end-users. Existing staffing and management are already at capacity in supporting continued operations and iterative technology changes in HSD. The current operating environment requires additional differently (more broadly) focused technical resources to help with the paradigm shift to the cloud along with the exponential growth in data.

Narrative Explanation of Fiscal Impacts:

The cost for 1.0 FTE HSSPA in Fiscal Year 2022-23 from 2/28/23 through fiscal year-end 6/30/23 is $66,100 at the I-Step. The cost for 1.0 FTE HSDA from 2/28/23 through fiscal year-end 6/30/23 is $72,600 at the I-Step, which would increase costs by $6,500 in Fiscal Year 2022-2023.

 

The cost for 1.0 FTE HSSPA is $204,300 and $210,400 in Fiscal Years 2023-24 and 2024-25, respectively. The cost for 1.0 FTE HSDA is $228,100 and $234,900 in Fiscal Years 2023-24 and 2024-25. Replacing 1.0 FTE HSSPA with 1.0 FTE HSDA would increase estimated costs by $23,800 and $24,500 in Fiscal Years 2023-24 and 2024-25, respectively.

 

The cost for 1.0 FTE DISSII in Fiscal Year 2022-23 from 2/28/23 through fiscal year-end 6/30/23 is $60,800 at the I-Step. The cost for 1.0 FTE HSNA from 2/28/23 through fiscal year-end 6/30/23 is $67,700 at the I-Step, which would increase costs by $6,900 in Fiscal Year 2022-2023.

 

The cost for 1.0 FTE DISSII is $187,800 and $193,400 in Fiscal Years 2023-24 and 2024-25, respectively. The cost for 1.0 FTE HSNA is $209,400 and $215,700 in Fiscal Years 2023-24 and 2024-25. Replacing 1.0 FTE DISSII with 1.0 FTE HSNA would increase estimated costs by $21,600 and $22,300 in Fiscal Years 2023-24 and 2024-25, respectively.

 

The job class upgrades in Fiscal Year 2022-2023, and future fiscal years, will be funded mainly by State/Federal funds. The Human Services Database Administrator and Human Services Network Analyst increased cost will be covered as part of the Human Services Department overhead cost in the quarterly County Expense Claim (CEC). The cost of the positions will be spread to all state and federal funded programs within the CEC. The unclaimable portion of the increased cost as well as any county cost that results from reaching state allocations capacities with be covered by 1991 Realignment. The potential cost to be funded by realignment is very minimal.

Narrative Explanation of Staffing Impacts (If Required):

The HSDBA position will augment the existing HSDBA positions but will focus on the support of internally developed applications and data.

 

The Human Services Network Analyst position will work alongside existing staff on the Service Desk team and will assist with overall workload distribution, help desk support, and cyber security incident response, given that the current structure is operating beyond capacity.
