Executive Summary:
The Sonoma County Public Infrastructure Department (SPI) recommends that the Board establish a no parking zone on Church Street in the vicinity of the Inn at Occidental. The proposed no parking zone will be located on the west shoulder of Church Street from PM 10.06 to PM 10.08. The proposed no parking zone will improve vehicular, bicycle, and pedestrian safety.
Discussion:
SPI received a project referral from Permits and Resource Management Department (Permit Sonoma) from Adobe Associates, Inc., a local engineering firm, on behalf of the property owners for the Inn at Occidental development in 2022 (ENC22-0252). The project includes public improvements for parking along Church Street in front of the Inn at Occidental.
The project also included a vacation of right-of-way along the frontage of the Inn on Church Street that was previously approved by your Board on October 17, 2023. Vacation is the complete or partial abandonment of the public right to use a street or public service easement upon certain findings, including: 1) the interest proposed to be vacated is unnecessary for present or prospective public use in the public interest; 2) the proposed vacation is in the public interest; 3) the proposed vacation is consistent with the General Plan; and 4) the road proposed for vacation is not useful as a non-motorized transportation facility (bike trail). A field review, notification to stakeholders, notifications to utilities, notification to surrounding parcels were all conducted and detailed in the previously mentioned Board Item from October 17, 2023.
To increase safety and orderly movement of traffic along Church Street and to accommodate the approved perpendicular parking bays along the frontage of the Inn, SPI recommends that no parking zones be established on the opposite side of Church Street. The proposed no parking zone will provide sufficient space for vehicles to back out of the parking bays. This proposed no parking zone was included in the prior vacation notifications to stakeholders and surrounding parcels.

Narrative Explanation of Fiscal Impacts:
Expenses associated with maintaining the signage and traffic markings are estimated to be $2,000 annually and will be included in future Road Maintenance Recommended budgets (11051-34010102). Road maintenance utilizes multiple sources of funding for ongoing maintenance including: the State Highway Users Tax (HUTA), Senate Bill 1 Road Maintenance and Rehabilitation Program (SB1), contributions for Sonoma County’s General Fund, and allocations from Measure M.
