A) Authorize the Sonoma County Public Infrastructure (SPI) Director to execute the proposed amendments to extend the terms of the license agreements with the following entities at the following facilities:
i. Women’s Recovery Services - A Unique Place, for a facility located in Santa Rosa, through June 30, 2026, with a 1-year option to further extend term through June 30, 2027;
ii. Santa Rosa Community Health Centers, for 2235 Challenger Way, Suite 109, Santa Rosa, through June 30, 2026, with a 1-year option to further extend term through June 30, 2027;
iii. West County Community Services, for 5350 Old Redwood Highway, Petaluma through June 30, 2026, with a 1-year option to further extend term through June 30, 2027.
B) Make findings as required by Government Code Section 26227 that the continuing use of the subject locations by the Women’s Recovery Services, Santa Rosa Community Health Centers, and West County Community Services are necessary to meet the social, health and rehabilitation needs of the population of the County and that the County does not need the subject premises during the extended terms of these license agreements.

Executive Summary:
The Sonoma County Public Infrastructure Department (SPI) proposes to extend the terms of certain license agreements with the Women’s Recovery Services, Santa Rosa Community Health Centers, and West County Community Services, for those entities to continue to use several County facilities in conjunction with services they provide at those sites. The entities are under contract with County Department of Health Services to provide critical health and social program services to Sonoma County residents. The terms of the current license agreements expire on June 30, 2025, and the proposed amendments would extend the terms through June 30, 2026, to coincide with the terms of the corresponding service agreements with DHS. The amendments also provide an option to further extend them each by one year.
Discussion:
The Department of Health Services (DHS) has service agreements with the subject non-profit entities to provide DHS program services. In conjunction, those entities have been granted license agreements from the County to provide space for the entities to operate their services. In lieu of monetary consideration, the entities provide in-kind services to benefit the County and its initiatives. SPI requests authority to execute amendments (Amendments) to extend those license agreements.
The terms of the existing Agreements are set to expire on June 30, 2025. Time extensions therefore are needed if program services at their current locations are to continue. Staff proposes to extend the term of each Agreement through June 30, 2026, and to provide a 1-year option to further extend through June 30, 2027, all to coincide with the terms of the corresponding services agreements with DHS.
Women’s Recovery Services (WRS). Since September 2013, WRS has utilized County-owned property consisting of a single-family dwelling, comprised of 1,102 sq. ft., and located in west Santa Rosa, to operate a DHS program commonly known as the ‘Hope House.’ The premises provide a sober living environment for use by women and their children, who are referred by DHS, as they transition back into the community.
Santa Rosa Community Health Centers (SRCH). Since October 2018, SRCH has utilized 1,131 sq. ft. of County-leased office space at 2235 Challenger Way, in Santa Rosa, to operate the Bridges to Health Program. SRCH provides primary health care to low-income adults living with severe mental illness and chronic medical conditions, and who access mental health services at the Lakes campus. The clinic is staffed by a licensed family nurse practitioner who administers physical health services to clients referred by DHS.
West County Community Services (WCCS). Since March 2021, WCCS has utilized 774 sq. ft. of County-leased office space at 5350 Old Redwood Highway in Petaluma for client services. WCCS partners with DHS to provide behavioral health services to transition-age young adults, adults, older adults with serious mental illness. WCCS also provides housing assistance and counseling services.
Public Interest. Section 26227 of the Government Code allows the County to enter into agreements with nonprofits for use of county real property, provided that the Board makes a finding that the agreements are necessary to meet the social needs of the population of the County and will not substantially conflict or interfere with the use of the subject premises by the County. The County partners with numerous community-based organizations to deliver services in a variety of modalities, often using County-owned properties for maximum efficiency. The provision of these services through these Agreements and the proposed Amendments are in the best interest of the public and contribute to public well-being by promoting health, stability, and recovery among vulnerable populations, thus reducing the need for more intensive public assistance and improving quality of life. The facilities to be utilized by the nonprofits are not otherwise used for any County operations or programs, and there is no foreseeable need for County use of the facility spaces.

Narrative Explanation of Fiscal Impacts:
There is no monetary value associated with the proposed Amendments and therefore no direct fiscal impact. Rents and maintenance expenses associated with these facilities are included in DHS annual Recommended Budgets.
