Executive Summary:
1) Local Events, Organizations, District Priorities Grants of the Community Investment Fund Policy provides grant allocations to each Supervisor, to be distributed at the Supervisor’s discretion. The First District has reviewed applications and wishes to recommend the following FY 22-23 grant awards:
2) A Theater for Children (fiscal agent: Inquiring Systems, Inc.) in support of advertising, grant award of $500;
3) The Rahus Institute in support of the Spring 2023 Carbon Conversations series, grant award of $500;
4) North Coast Resource Conservation & Development Council (dba Conservation Works) in support of the free Asian American/Pacific Islander Healing Concert, grant award of $750;
5) Sonoma County Commission on the Status of Women (fiscal agent: Sonoma County Human Resources Department) to support the translation of The Report on the Status of Women and Girls in Sonoma County, grant award of $1,000;
6) Sonoma County Pride in support of the 38th Annual LGBTQI Pride Celebration, grant award of $1,000;
7) Sonoma County Farm Trails in support of the 50th Anniversary Map & Guide, Gravenstein Apple Fair, and seasonal countywide tours, grant award of $1,000.
8) Valley of the Moon Musical Festival to support the advertising and promotion campaign for the Valley of the Moon Music Festival’s ninth annual festival, grant award of $1,500;
9) The LIME Foundation in support of the NextGen Trades Academy, grant award of $1,500;
10) Community Child Care Council of Sonoma County, Inc. (4Cs) in support of programs educating low income and at-risk families about safe sleep and safety around cars, grant award of $2,000;
11) The Lemon Aide Project in support of the 2023 disaster relief program, grant award of $2,000;
12) Ceres Community Project in support of the meal program providing organic, medically tailored meals, nutrition services, and loving support to low-income families throughout Sonoma County living with serious acute or chronic illness, grant award of $2,000;
13) Council on Aging in support of the Sonoma Wine Country Games (SWCG) competitions for athletes 50+ in support of their mission to promote active aging, grant award of $2,000;
14) Lomi School Foundation in support of the Low-Cost Community Counseling Program, grant award of $2,500;
15) Our Village Closet in support of the Equipping the Village program and Training the Village programs for youth and caregivers affected by adverse experiences and foster care, grant award of $2,500;
16) La Luz Center in support of the Cinco de Mayo Cultural Event, grant award of $5,000;
17) Friends in Sonoma, Helping in support of the rental assistance program, grant award of $7,000; and
18) Food for All/Comida para Todos (fiscal agent: North Bay Organizing Project) in support of the food delivery program providing culturally relevant food products, menstrual kits, diapers, pet food, and organic produce to families in need in Sonoma Valley, grant award of $13,000.
Activities performed utilizing Community Investment Program funds provide public benefits that serve important community needs under Government Code Section 26227.
Discussion:
The Sonoma County Community Investment Fund grant program utilizes a portion of the Transient Occupancy Tax (TOT) to encourage economic development, community engagement, enhance culture through a variety of grant award and funding avenues. The program provides various grants to community non-profits for advertising and economic development, events and the county as a visitor destination with the goal of advancing economic growth through tourism. Additionally, the program provides grants to address impacts on safety due to tourism and to enhance community services throughout the county. The program provides funding to the Regional Parks Department as well as the Economic Development Department and a number of other county department activities, all with the focus of supporting the community’s recovery efforts.
The Community Investment Fund Policy is divided into different categories. The Board established the Local Events, Organizations, District Priorities category to fund local events that will support businesses, enhance culture, and organizations that provide a benefit to the community. The Board may award funding to County Department to fulfill Supervisorial District priorities. Funding for these events and organizations is provided at the discretion of each Supervisorial District based on an overall allocation of $500,000 divided equally across each district. Events and organizations make requests throughout the year to the Supervisorial District in which their event/organization exists.
Funds will be distributed upon approval of these awards by the Board of Supervisors and execution of the Community Investment Fund grant agreement (contract) by the entity. The contracts will be executed by the County Administrator, or designee. The contracts will require the County seal on promotional materials produced using the grant award.
Activities performed utilizing Community Investment Program grants provide public benefits that serve important community needs under Government Code Section 26227.
