Executive Summary:
On January 7, 2025, the Board of Supervisors approved Board Ad Hoc assignments, including department liaison responsibilities for calendar year 2025. Staff provides quarterly updates on Ad Hoc activities to keep the Board and public informed on progress made by the committees. Each committee is unique in its charter, outcomes, and process. Attachment A includes detailed information on each ad hoc and a summary of activities completed during July through September 2025, including the recent approvals of the Cities and County Critical Areas Coordination Ad Hoc and the Supporting Immigrant Communities Ad Hoc. This item provides an update on third quarter Ad Hoc meetings and the charter of the Cities and County Critical Areas Coordination Ad Hoc for approval.

§ Next meeting: It is anticipated that the Ad Hoc will meet prior to the next Eel-Russian Project Authority meeting which will likely be held before the end of 2025.
South Santa Rosa Annexation Ad Hoc Committee:
§ The Ad Hoc did not meet in this quarter.
§ Next meeting: the Ad Hoc Committee plans to meet again when there is an update on the City of Santa Rosa Specific Area Planning effort.
Supporting Immigrant Communities Ad Hoc Committee: The Board approved the Ad Hoc on August 12, 2025. The Ad Hoc met on August 18, August 29, and September 17, 2025.
Agenda items for the three meetings:
§ Language Access and Accessibility: to ensure the needs of the participating community members are met.
§ Participation and Representation: to ensure all impacted communities and interests are represented.
§ County Employee ICE Protocols: were reviewed, updated, and distributed to all County staff, following input from community partners.
§ Training for County staff on ICE Protocols: development in process.
§ Charter: developed and approved by the Board on September 23, 2025.
§ Reviewed proposal for a local Law Enforcement Masking Urgency Ordinance, which was reviewed by the Board on September 23, 2025 and currently undergoing meet and confer requirements with the impacted labor groups.
§ Reviewed Non-Collaboration Ordinance proposal submitted by the Sanctuary Coalition.
§ Direction to staff:
o Finalize the draft charter - approved by the Board on September 23, 2025.
o Updated the County employee ICE protocols -updated and distributed to all departments on September 5, 2025.
o Develop a Countywide employee training on the ICE protocols.
o Consider development of an uncodified ordinance applicable to County departments under the purview of the Board, reiterating the Board’s direction provided in the January 10, 2025 Resolution of support for County residents, and reaffirming compliance with State ICE non-cooperation laws.

Transient Occupancy Tax (TOT) Policy Ad Hoc Committee:
