Executive Summary:
The Board of Supervisors is responsible for appointments to over 75 boards, commissions, committees, and task forces. A list of vacancies and upcoming expiring appointments are posted on the County’s Boards and Commissions webpage <https://sonomacounty.gov/boardsandcommissions>.
The Child Care Planning Council of Sonoma County is submitting recommendations for new appointments and reappointments to the Child Care Planning Council.
Discussion:
The mission of the Child Care Planning Council (CCPC) is to convene and inspire the community through collaboration, leadership, and advocacy to promote and plan for quality child care and development services for the benefit of all children (primarily birth to 12), their families, and Sonoma County.
The CCPC was originally established in 1992 to meet the requirements mandated by the passage of Assembly Bill (AB) 2141, which created local child care and development planning councils to identify local priorities for child care and state preschool expansion funds. The passage of AB 1542, which established the California Work Opportunity and Responsibility to Kids (CalWORKs) program, also required the County Superintendent of Schools and the Board of Supervisors to designate a local child care planning council to establish priorities for state-funded child care and development services, and to develop a comprehensive countywide plan for child care. The bill connected CalWORKs and the Sonoma County Human Services Department to the CCPC. On September 29, 1998, the County Superintendent of Schools and the Board of Supervisors designated the CCPC of Sonoma County to be staffed by the Sonoma County Office of Education. The CCPC recommends the appointment and reappointment of members that meet the legislated membership requirements to the Board of Supervisors and the County Superintendent of Schools to jointly appoint members in 5 categories of membership: 1) Consumers, 2) Child Care Providers, 3) Public Agency, 4) Community, and 5) Discretionary Appointees of the Board and the Superintendent.
The CCPC bylaws allow up to 35 members. There are usually between 16-23 active members of the CCPC, and the current membership is 20 members. As required, the CCPC makes every effort to ensure that the ethnic, racial, and geographic composition of the membership reflects the county population. The CCPC Membership Chair and Committee have worked with CCPC staff over the last year to increase membership. Openings are posted on the CCPC website and the County Boards and Commissions webpage <https://sonomacounty.gov/boardsandcommissions>. Additionally, community recruitment efforts are made on an ongoing basis via press releases, flyers, and individual outreach. Members are appointed for two-year terms, with a portion of the members’ terms expiring each year.

Appointments:
Samantha Rodriguez’s career in public service includes office administration support for local school districts, the Alternatives to Custody efforts through Sonoma County Department of Probation, and judicial support for the Superior Court of Sonoma County. Ms. Rodriguez has an Associate of Arts in Social and Behavioral Sciences and Humanities through the Santa Rosa Junior College and a Bachelor of Arts in Psychology from Dominican University of California. As a current member of the Rohnert Park City Council, she is eligible for appointment to serve in a public agency seat.
Elizabeth Beaty brings extensive experience in community advocacy, mental health awareness, and cross-sector collaboration. Her professional and philanthropic work has focused on strengthening communities, cultivating relationships, and advancing policy and community-based efforts related to parental advocacy, maternal mental health, suicide awareness and prevention, mental health wellness, and Positive and Adverse Childhood Experiences (PACES). Ms. Beaty completed the Sonoma County Parent Voices advocacy program, served as community manager for Sonoma County PACES Connection, and currently serves on the Commission on the Status of Women as the Fifth District representative. As a professional consultant in the early learning and childcare field, Ms. Beaty is eligible for appointment to serve in a discretionary seat.

Chris Sorg’s current employment with the Sonoma County Human Services Department makes him eligible to serve in a public agency seat.
Yajuan (Vivian) Xiang’s current employment with Sonoma State University makes her eligible to serve in a public agency seat.
Soledad Figueroa’s current employment with River to Coast Children’s Services makes her eligible to serve in a community seat.
Kathleen Kelley’s current employment with the Behavioral Consultation Project/Early Learning Institute makes her eligible to serve in a community seat.
Stephen Zollman’s current employment with the City of Sebastopol makes him eligible to serve in a community seat.
Manisha Gupta’s current employment with the Community Action Network makes her eligible to serve in a community seat.
Lisa Grocott is currently self-employed, which makes her eligible to serve in a discretionary seat.
Sheila Katz is currently self-employed, which makes her eligible to serve in a discretionary seat.
Upon approval of these appointments and reappointments, the CCPC will have 13 vacancies remaining to be filled.
