Adopt a Resolution authorizing the acceptance of $500,000 State General Fund grant from the California Natural Resources Agency for the Cloverdale Veterans Building Safety and Infrastructure Improvements Project and authorizing the Director of the Department of Public Infrastructure, or designee, to execute the Grant Agreement and related documents.

Executive Summary:
The California Legislature approved a General Fund allocation of $500,000 in the 2025-2026 State Budget to be administered by the California Natural Resources Agency for improvements to the Cloverdale Veterans Building.
If the Board accepts the grant, the funds are planned to be used for deferred maintenance, facility modernization and safety improvements to the Cloverdale Veterans Building.
Grant funds will be provided on a reimbursement basis following execution of a Grant Agreement. All project costs must be incurred within the grant performance period and fully expended by March 1, 2028.
Pursuant to California Natural Resources Agency program requirements, a Board Resolution is required to execute the Grant Agreement.
Discussion:
The Cloverdale Veterans Building serves veterans organizations and the Cloverdale area as well as the broader community as a gathering and event space. The facility requires roof repairs, exterior improvements, drainage corrections, interior rehabilitation, and modernization of building systems to preserve the structure and improve usability. In an effort to address these issues, the California Legislature approved a General Fund allocation of $500,000 in the 2025-2026 State Budget to fund repairs and improvements.
Based on an assessment of building conditions, input from community stakeholders, and estimates of current construction costs, the Public Infrastructure Capital Project division is recommending the grant funding be allocated as follows:

Roof repair or replacement is anticipated to be the highest priority improvement due to its direct impact on building preservation. Remaining scopes will be sequenced based on infrastructure urgency and the priorities identified by the Cloverdale veteran’s community.
The Department of Public Infrastructure will reassess scope, sequencing, and cost estimates at key milestones, including after bid results and during construction, to ensure the total project cost does not exceed the $500,000 State grant.
The County’s objective is to complete all identified improvements, however, if construction bids, hazardous material findings, or other unforeseen conditions increase costs beyond available funding, lower-priority elements may be deferred or reduced to remain within the grant budget.
Under no circumstances will expenditures exceed the $500,000 allocation without returning to the Board for additional authority.
Pursuant to California Natural Resources Agency program requirements, the County will be required to maintain and operate the facility improvements for a minimum of 20 years consistent with grant land tenure requirements.

Narrative Explanation of Fiscal Impacts:
There is no direct fiscal impact as a result of accepting this grant. Revenue and expenditures for repairs and improvements outlined in this Board Item to the Cloverdale Veteran’s building will be programmed into the FY 2026-27 and FY 2027-28 Veteran Building Repair (22301-40701000) Capital Improvement Recommended budgets.

None. Existing staff will administer the grant within current workload capacity.
