Executive Summary:
Local Events, Organizations, District Priorities Grants of the Community Investment Fund Policy provides grant allocations to each Supervisor, to be distributed at the Supervisor’s discretion. The First District has reviewed applications and wishes to recommend the following FY 22-23 grant awards:
1) Center for Volunteer and Nonprofit Leadership in support of the 3rd Annual Heart of Sonoma County event, grant award of $500;
2) Shoes 4 Kidz in support of holiday program giving athletic shoes to homeless and foster children, grant award of $500;
3) Sonoma County Women in Law for annual scholarship program, grant award of $500;
4) Children’s Museum of Sonoma County for Access Programs ensuring that low-income children have equitable access to learning and museum programs, grant award of $1,000;
5) North Bay Science Discovery Day (fiscal agent: Buck Institute for Research on Aging) for costs associated with 2023 North Bay Science Discovery Day, grant award of $1,000;
6) Spring Maxfield (dba Santa Rosa Urban Arts Partnership) for costs associated with annual Winterblast SofA Parade and Festival, grant award of $1,000;
7) Integrative Healers Action Network (fiscal agent: Inquiring Systems, Inc.) in support of holistic health clinics for wildfire impacted residents, first responders, and farmworkers, grant award of $1,500;
8) Santa Rosa Symphony Association for two virtual symphony performances which will bring the symphony to people who cannot attend in person, grant award of $1,500;
9) Boys & Girls Clubs of Sonoma-Marin in support of afterschool academic and healthy lifestyle programming, grant award of $2,000;
10) Sebastopol Center for the Arts for costs associated with printing the Artist Catalogue which is provided free for attendees of Art Trails and Art at the Source, grant award of $2,000;
11) Sonoma Plaza History (fiscal agent: Sonoma Community Center), in support of the bilingual history tour honoring the rich cultural history of the Sonoma Plaza, grant award of $2,500;
12) Art Escape for advertising and promotion of upcoming events and classes, Dia de los Muertos event, and Holiday Fest event, grant award of $3,000;
13) Sonoma Valley Film Society (dba Sonoma International Film Festival) for costs associated with the 26th Annual Sonoma International Film Festival which screens over 100 films from 40 countries, grant award of $3,000;
14) Sonoma Juneteenth (fiscal agent: Sonoma Community Center) for costs associated with Sonoma Juneteenth focusing on the Geographies of Home with multiple different programs, grant award of $3,000; and
15) Sonoma Community Center for advertising and promotion of the 13th Annual Trashion Fashion Week, grant award of $3,500; and
16) Rebuilding Together Petaluma for costs associated with accessibility home improvements for low-income residents of the First District; grant award of $5,000.
Discussion:
The Sonoma County Community Investment Fund grant program utilizes a portion of the Transient Occupancy Tax (TOT) to encourage economic development, community engagement, enhance culture through a variety of grant award and funding avenues. The program provides various grants to community non-profits for advertising and economic development, events and the county as a visitor destination with the goal of advancing economic growth through tourism. Additionally, the program provides grants to address impacts on safety due to tourism and to enhance community services throughout the county. The program provides funding to the Regional Parks Department as well as the Economic Development Department and a number of other county department activities, all with the focus of supporting the community’s recovery efforts.
The Community Investment Fund Policy is divided into different categories. The Board established the Local Events, Organizations, District Priorities category to fund local events that will support businesses, enhance culture, and organizations that provide a benefit to the community. The Board may award funding to County Department to fulfill Supervisorial District priorities. Funding for these events and organizations is provided at the discretion of each Supervisorial District based on an overall allocation of $500,000 divided equally across each district. Events and organizations make requests throughout the year to the Supervisorial District in which their event/organization exists.
Funds will be distributed upon approval of these awards by the Board of Supervisors and execution of the Community Investment Fund grant agreement (contract) by the entity. The contracts will be executed by the County Administrator, or designee. The contracts will require the County seal on promotional materials produced using the grant award.
Activities performed utilizing Community Investment Program grants provide public benefits that serve important community needs under Government Code Section 26227.
