Executive Summary:
On January 13, 2026, the Board of Supervisors approved Board Ad Hoc assignments, including department liaison responsibilities for calendar year 2026. Staff provides quarterly updates on Ad Hoc activities to keep the Board and the public informed about progress made by the Ad Hoc committees. Each committee is unique in its charter, outcomes, and process. Detailed information on each Ad Hoc, along with a summary of activities completed during the second quarter, April through June 2026, is included in Attachment A.

South Santa Rosa Annexation Ad Hoc Committee:
§ No ad hoc meetings held in this quarter.
The South Santa Rosa Annexation Ad Hoc has been disestablished. It may be established by the Board Chair in the future with a new charter if the annexation process is more active and there is a need an interest to work through issues.
Supporting Immigrant Communities Ad Hoc Committee:
April 8, May 13, June 1, and June 16, 2026 Agenda Items:
§ Board considered an Ordinance to Uphold the Civil Rights, Dignity, Health and Safety of Our Immigrant Population and all Sonoma County Residents on April 7th.
§ Board allocated $1,500,000 from General Fund Contingencies to support the work of the Ad Hoc through identified resource needs and community partnerships, also on April 7th.
§ Board adopted the proposed Ordinance on April 28th via Second Reading.
§ Staff developed and posted FAQs related to the adopted Ordinance on the Support of Immigrant Communities <https://sonomacounty.gov/administrative-support-and-fiscal-services/county-executives-office/projects/support-for-immigrant-communities> website.
§ Staff developed a NOFA for the $1.5 million funding allocation. Ad Hoc reviewed and provided direction on content and scope of NOFA. NOFA content was finalized and is in process of being translated into Spanish and will be posted in early July.
§ Staff met with the Center for Wellbeing regarding the Center’s promotoras work.
§ Ad Hoc requested staff research options for Emergency Financial Assistance (EFA) should residents be impacted by detainment or deportation in the future, impacting family financial stability. Staff and Ad Hoc concluded the County’s current EFA program can be utilized in the event of a mass deportation event in the County.
§ Staff attended Belonging in the Bay on June 5th in Concord.
§ Ad Hoc determined it will conclude following completion of the development of the NOFA and the EFA determination. As such, the Ad Hoc has concluded and will no longer meet
§ Staff will continue to participate in the Belonging in the Bay initiative, regular meetings, and subcommittee work groups. Supervisors will attend the Belong in the Bay convening as available.
