A) Adopt and approve the Project Manual and Drawings (“plans and specifications”) entitled "Sonoma Valley County Sanitation District Treatment Plant Influent/Effluent Pumping and Piping Upgrade Project.”
B) Award the contract to W.M. Lyles Co. for $10,658,200 for construction of the Sonoma Valley County Sanitation District Treatment Plant Influent/Effluent Pumping and Piping Upgrade Project and authorize the Chair to execute the contract.
C) Authorize the General Manager of the Sonoma County Water Agency, acting on behalf of Sonoma Valley County Sanitation District (District) to sign Section 00 65 23 (Agreement and Release of Any and All Claims), with County Counsel review, if any unresolved claims are listed by the contractor.
D) Delegate to the General Manager of the Sonoma County Water Agency (Sonoma Water) or his designee the authority to approve design changes to the Project as may be necessary or appropriate in connection with change orders within the General Manager’s authority pursuant to Resolution No. 20-0092.
E) Adopt a Resolution authorizing adjustments to the Board Adopted Budget for Fiscal Year 2023-2024 for the Sonoma Valley County Sanitation District Construction Fund in the amount of $4,358,200.

Executive Summary:
This item requests approval of a contract with W.M. Lyles Co. for $10,658,200 for construction of the Sonoma Valley County Sanitation District Treatment Plant Influent/Effluent Pumping and Piping Upgrade Project to replace existing influent and effluent pumping equipment that have reached the end of their useful lives and authorization of a budget adjustment to supplement existing funding and fully fund the project.
Discussion:
Sonoma Valley County Sanitation District (District) needs to replace critical pumping equipment and related piping systems at its wastewater treatment plant (WWTP) for both raw influent and treated effluent. After being screened at the WWTP headworks, the influent pumps move raw wastewater to all other downstream treatment processes at the WWTP. The effluent pumps move tertiary treated wastewater to either recycled water storage or, during periods of wet weather, to a discharge point on Schell Slough.
The project will replace and upgrade the existing influent and effluent pumps and related equipment at the WWTP. The existing equipment is housed in the pump building. This equipment is at the end of its expected life and replacement parts for several components are no longer available. The replacement equipment would consist of three 250 horsepower (HP) effluent pumps installed outside and adjacent to the existing building in a new below-grade concrete structure, five new 85 HP influent pumps installed in their existing positions in the pump building, connecting pipes, and electrical appurtenances.
Sonoma Water’s General Manager has determined that the replacement of the pumping, piping and associated electrical equipment is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15301, Existing Facilities; and section 15302, Replacement or Reconstruction, because the upgrades and additions of redundant equipment at the WWTP would involve no expansion of existing operational capacity, additions to existing structures would be less than 50% of the existing floor area, and replacement equipment would have the same purpose and capacity as equipment replaced. Sonoma Water staff prepared a Notice of Exemption (NOE) for the project in accordance with CEQA, the State CEQA Guidelines, and Sonoma Water’s Procedures for the Implementation of CEQA.

Bids for construction of said Project were received and opened on April 2, 2024, as follows:

The Engineer’s Estimate was $12,369,100. The FY 2023/2024 budget for the construction contract was $6,300,000.
The lowest responsive and responsible bid is from W.M. Lyles Co. and is $1,710,900 below the Engineer’s Estimate. W.M. Lyles Co. is experienced in this type of construction and met the experience requirements. The District’s construction fund has sufficient reserves to fund this project.
A contractor must execute a release of claims (Section 00 65 23) before final payment but may except any unresolved claims from the release. The requested action authorizes the General Manager to approve the release unless the contractor lists unresolved claims. In that case, County Counsel must review Section 00 65 23 prior to General Manager approval.
Construction on the Project is scheduled to begin approximately mid-July 2024, with an estimated completion date of February 2027.
