Executive Summary:
The Human Services Department and the In-Home Supportive Services Public Authority request approval to appoint Lorna Schrader to the Public Authority Advisory Committee.
Discussion:
In 2012, the Board of Supervisors approved bylaws for the Public Authority Advisory Committee and approved an ordinance to amend Sonoma County Code Section 2-362, replacing the In-Home Supportive Services (IHSS) Advisory Committee with the Public Authority Advisory Committee. There are 10 positions on the Public Authority Advisory Committee representing IHSS clients, providers, and members at large, and one ex-officio member from the Human Services Department (HSD). Members of the committee are appointed by the Board of Supervisors as a whole and not by supervisorial district.
The purpose of the Public Authority Advisory Committee is to provide ongoing advice and recommendations regarding IHSS to the Board, the Public Authority, and the IHSS Program. Of the 10 IHSS Public Authority Advisory Committee positions, there are two remaining vacant positions for IHSS consumers. Recruitment for the two vacancies is ongoing and when applicants have been identified, HSD and IHSS Public Authority will return to the Board with recommended appointments.
In accordance with the Public Authority Advisory Committee bylaws, Lorna Schrader submitted an application to become a committee member and was interviewed by the Executive Committee of the Advisory Committee on May 2, 2023. The Executive Committee unanimously recommends Ms. Schrader be appointed to the Public Authority Advisory Committee to fill the second IHSS provider member position. Ms. Schrader has been an advocate and caregiver for many years including working as an IHSS provider for over 10 years.
