Executive Summary:
Sonoma County Public Infrastructure requests that the Board authorize the Director to execute 15 task orders under the professional services master agreements with BKF Engineers, Mead & Hunt, Inc., and RS&H California, Inc. approved by the Board on December 6, 2022. The proposed task orders support airport drainage and utility documentation, wildlife fence repairs, facilities planning, terminal and apron improvements, Airport Rescue and Firefighting facility design, and environmental review for planned capital projects.
The total new authorization requested is $4,603,484. Funding will be provided through a combination of Federal Aviation Administration grants, Passenger Facility Charges, rental-car Consolidated Facility Charges, Airport Enterprise operating revenues, and reimbursements from Kaiser Air and Sonoma Jet Center. No General Fund contribution or additional appropriation is requested.
Discussion:
The Airport maintains Board-approved master agreements with BKF, Mead & Hunt, and RS&H to provide specialized professional services through individual task orders. The consultants were selected through qualifications-based procurement processes consistent with Federal Aviation Administration requirements for federally assisted airport projects. The requested task orders advance projects included in the Airport's capital, maintenance, facilities, and environmental work programs.
The Board's December 6, 2022 action authorized limited amendments and task-order work under delegated authority. The following task orders are presented for Board authorization due to their amounts and the cumulative level of new work under the applicable master agreements.
Additionally, a budgetary adjustment is necessary in the amount of $2,000,000 to cover these costs that exceed the previously budgeted amount.
BKF Engineers
Task Order 4: Stormwater CCTV Inspections
BKF will develop a prioritized inspection plan with Airport staff and Mead & Hunt, coordinate up to 24 days of closed-circuit television inspection, cleaning, and flushing of selected storm-drain facilities, organize inspection videos and reports, and complete limited survey work where pipe size or direction remains undetermined.
BKF will be compensated on a time-and-materials basis in an amount not to exceed $173,000. Eligible costs are anticipated to be reimbursed 95% through an FAA grant, with the remaining 5% funded by Airport operating revenues.
Task Order 5: Utility Survey Services
BKF will compile record-drawing utility information, conduct field investigations using accepted utility-location methods, survey visible facilities and identified underground utilities, and prepare digital mapping suitable for the County's geographic information system. Phase 1 covers Airport property outside the secure perimeter; Phase 2 covers facilities within the secure perimeter.
The combined amount is not to exceed $400,000, consisting of $138,000 for Phase 1 and $262,000 for Phase 2. The task order will be funded with Airport operating revenues.
Mead & Hunt, Inc.
Task Order 24: Wildlife Fence Drainage Crossing Repairs - Design (Informational Item)
Mead & Hunt Task Order 24 provided design services for repairs where drainage facilities cross the Airport's wildlife exclusion fence. The Director executed the $47,062 task order under delegated authority. Eligible costs are anticipated to be reimbursed 95% by an FAA grant. No additional Board action is requested, and the amount is not included in the new authorization total.
Task Order 25: Wildlife Fence Drainage Crossing Repairs - Engineer of Record
Mead & Hunt will provide Engineer-of-Record and related construction support services for the wildlife fence drainage crossing repairs designed under Task Order 24. The consultant will be compensated in an amount not to exceed $48,495. Eligible costs are anticipated to be reimbursed 95% through an FAA grant, with the remaining 5% funded by Airport operating revenues.
Task Order 26: Roads Department Facilities Relocation Study
Mead & Hunt will evaluate the feasibility of relocating the County Roads Department maintenance facility from 2175 Airport Boulevard to another site on Airport property. The study includes an inventory of operational needs, review of four potential sites, evaluation criteria and a ranking matrix, recommendation of a preferred site, and a conceptual site layout.
The lump sum amount is $75,507 and will be funded with Airport operating revenues.
Task Order 27: Airside Canopy Expansion Design
Mead & Hunt will provide schematic design, construction documents, permitting support, FAA coordination, and Construction Manager at Risk design-phase coordination for an expansion of the passenger canopy serving the aircraft parking positions 1 through 4. The design will extend weather protection and incorporate related concrete, windscreen, gate, life-safety, electrical, security, communications, and signage improvements for the passenger boarding process.
The lump sum amount is $170,014 and will be funded with Passenger Facility Charge revenues.
Task Order 28: Terminal Apron Reconstruction, Phases 3-5, Engineer of Record
Mead & Hunt will provide pre-construction, Engineer-of-Record, construction support, and closeout services for the remaining phases of the Terminal Apron Reconstruction Project. Phase 3 reconstructs pavement for aircraft position 4; Phase 4 includes the terminal walkway canopy; and Phase 5 reconstructs pavement for aircraft position 3 and the ground-service-equipment area.
The total task-order amount is $496,231, comprising $123,858 for the base bid, $166,218 for Bid Alternate 1, and $206,155 for Bid Alternate 2. Approximately 50% of the scope of work is anticipated to be 95% FAA-funded, subject to grant awards and eligibility, and the remaining scope of work anticipated to be funded from Passenger Facility Charge revenues.
Task Order 29: Airport Administrative Office Relocation Study
Mead & Hunt will study relocation of the Airport Administration Office and supporting operational spaces to Buildings 100 and 500 formerly occupied by the North County Detention facility. Services include existing-condition and programming review, code and building-system analysis, development and evaluation of alternatives, conceptual layouts, cost estimating, and recommendations to guide a future design phase.
The amount is not to exceed $355,101 and will be funded with Airport Enterprise operating revenues.
Task Order 30: Airport Rescue and Firefighting Facility Design
Mead & Hunt will provide architectural and engineering design services for a replacement Airport Rescue and Firefighting facility, including project management, programming, schematic design, design development, construction documents, permitting support, specialty systems, cost estimating, commissioning coordination, and Construction Manager at Risk design-phase support.
The total amount is $1,348,154. The Airport anticipates future FAA grant reimbursing 95% of eligible costs; the remaining local share will be funded with Airport revenues.
Task Order 31: Terminal Area Study
Mead & Hunt will prepare a Terminal Area Study addressing baseline conditions, aviation activity forecasts, terminal programming and facility requirements, development alternatives, a preferred concept, conceptual phasing, probable costs, and FAA funding eligibility. The study will guide near-, mid-, and long-term terminal-area decisions.
The lump-sum amount is $585,438 and will be funded with Airport operating revenues.
Task Order 32: On-call General Services
Mead & Hunt will provide on-call general consulting services at the Airport in support of various airport-related activities. Services may include planning, engineering, environmental compliance, construction support, program management, and financial consulting, as directed by the County.
Typical tasks involve pavement evaluations and rehabilitation planning, aircraft parking analysis, Airport Layout Plan (ALP) updates, preparation of the FAA’s Airport Capital Improvement Plan, grant administration support, landside and security planning, operational forecasting, and related coordination or studies. Compensation will be on a time-and-expense basis in an amount not to exceed $300,000.00. This task order will be funded with Airport operating funds.
RS&H California, Inc.
Task Order 18: On-Call Environmental Services
RS&H will provide as-needed environmental and sustainability support, including field surveys, technical analyses, third-party document review, and preparation of National Environmental Policy Act and California Environmental Quality Act documentation. Compensation will be on a time-and-materials basis in an amount not to exceed $75,000, funded with Airport operating revenues.
Task Order 19: Rental Car Facility and Kaiser Air Hangar Environmental Review
RS&H will prepare CEQA and NEPA documentation and supporting technical studies for the consolidated rental car facility and related roadway, roundabout, parking, and corporate hangar improvements. Work includes air quality, biological, archaeological, cultural, hazardous materials, noise, transportation, and other analyses, together with environmental documents and agency coordination.
The lump-sum amount is $276,122. Of this amount, $154,691 is attributable to the rental-car project and will be funded with rental-car Consolidated Facility Charges; $121,431 is attributable to the Kaiser Air hangar and will be reimbursed by Kaiser Air.
Task Order 20: Capital Improvement Program Permitting Strategy
RS&H will prepare a strategy plan to cover biological resources for projects in the Airport Capital Improvement Plan, Pavement Maintenance Plan, and Storm Water System Maintenance Plan. The results will be presented to the FAA to obtain support for implementing the strategy with permitting agencies. They will also prepare a programmatic biological opinion, including wetland delineation and special-status species surveys and if needed incidental take permit preparation. The not to exceed amount of $296,684 and will be funded with Airport Enterprise operating revenues and future FAA grant reimbursements as projects are approved under the Airport Capital Improvement Plan on a prorated basis.
Task Order 21: Runway 14-32 Rehabilitation Environmental Review
RS&H will prepare an FAA Documented Categorical Exclusion and a CEQA Notice of Exemption for the planned rehabilitation of Runway 14-32, including project description, environmental screening, draft and final documentation, and coordination with the Airport and FAA.
The lump-sum amount is $81,130. Eligible costs are anticipated to be reimbursed 95% through an FAA grant, with the remaining 5% funded by Airport operating revenues.
Task Order 22: ATCT and ARFF Facility Historic Evaluation
RS&H and its historic-resources subconsultant will evaluate the existing Airport Traffic Control Tower and Airport Rescue and Firefighting building for eligibility for the National Register of Historic Places and California Register of Historical Resources. The evaluation will support Section 106, CEQA, and future facility planning. They will also prepare two Simple Written Record categorical exemption documents required under NEPA for the acquisition and installation of two passenger boarding ramps and for the acquisition of a supplemental Aircraft Rescue and Firefighting Vehicle.
The lump-sum amount is $40,580. Eligible costs for the historical review are anticipated to be reimbursed 95% through an FAA grant, with the remaining 5% funded by Airport operating revenues. Passenger Facility Charges will be used costs associated for the equipment documentation.
Task Order 23: Sonoma Jet Center Project Environmental Review
RS&H will prepare environmental review documents for the proposed Sonoma Jet Center project, including the technical studies, CEQA Initial Study and Mitigated Negative Declaration document, NEPA Environmental Assessment, public review, agency coordination, and project management reflected in the fee estimate.
The amount will not exceed $403,200 and will be reimbursed by Sonoma Jet Center. Authorization to execute the task order is requested; however, the Airport will not issue a Notice to Proceed until Sonoma Jet Center provides final written approval of the scope, fee, and reimbursement obligation.

Narrative Explanation of Fiscal Impacts:
A significant portion of these costs were unknown when the FY2026/27 Recommended Budget was submitted in March 2026 and, were not included the FY 2026/27 Adopted Budget. Airport staff in coordination with the SPI Fiscal section, Auditor-Controller-Treasurer-Tax Collector ACTTC Client Accounting, and the CEO’s office are evaluating the budgetary impacts across the Airport Operating Divisions. Any necessary appropriation adjustments will be included in first quarter Consolidated Budget Adjustments.
Federal Aviation Administration (FAA) grants are expected to reimburse the County for 95 percent of eligible, approved project costs. Airport revenues, including rents and other fees and charges, will fund the required local share and costs that are ineligible for FAA reimbursement. For example, costs associated with the Consolidated Rent-A-Car (ConRAC) facility are not eligible for reimbursement through FAA grants.
