Executive Summary:
Schopflin Fields is a community park located on Old Redwood Highway in the Mark West-Larkfield area. The park primarily serves athletic groups by providing two soccer fields and a baseball field that are currently operated by non-profit sports organizations under agreements with Regional Parks. The Schopflin Fields Path Improvement project will provide a safe paved accessible path around the perimeter of the park to serve the park visitors consistent with the park master plan and in response to community feedback.
Discussion:
Tom Schopflin Fields is a 21-acre community park that was acquired by the Ag + Open Space District and transferred to Regional Parks with a conservation easement for the development of ballfields to serve the youth of Sonoma County.
The Sonoma County Board of Supervisors adopted the mitigated negative declaration and approved a use permit for the project on May 18, 1999.
The facilities have been constructed in phases using grant funding, park mitigation fees, and private donor contributions. Three phases of work have been completed to date, including a multi-use baseball and soccer field, two all-weather soccer fields, a restroom and concession building, parking, paths of travel and sidewalks, improvements to Old Redwood Highway, utilities, a Class 1 bike path and bridge along the road, fill and wetland restoration and enhancement.
The proposed path improvement project is being provided to expand recreational opportunities to the general public and neighboring residents. The new path meanders around the perimeter of the park and will be paved, fully accessible, and will be ideal for walking, running, bike riding, and other activities. Visitors who attend practices and games at the park with sports team participants have advocated for additional recreational amenities. In addition, neighborhoods border the park and the additional trail will provide healthy exercise and recreational opportunities to area residents.
The project was prepared for bidding and posted on the Purchasing portal on February 15, 2024. The project was advertised for bidding in the Press Democrat on February 17 and February 21, 2024.
A non-mandatory pre-bid meeting was held on February 28, 2024, to show the project site to potential bidders. Three individuals attended the pre-bid meeting.
On March 15, 2024, at 2:00 PM, electronic bids were opened for the project. The engineer’s estimate for the project was $300,000. Seven responsive bids and one non-responsive bid were received as shown on the attached Bid Tabulation. The low apparent bidder was Bianchi Concrete with a bid of $224,135.00.
Regional Parks recommends the Board award a contract for construction of the Schopflin Fields Path Improvement Project to Bianchi Concrete in the amount of $224,135 and authorize the Chairperson of the Board to execute the construction contracts for the project.
Regional Parks is further requesting the Board authorize a budgetary adjustment in the FY23-24 Budget for the Schopflin Fields Path Improvement project in the amount of $230,000, which will program from [fund name]. The budgetary adjustment will cover the construction contract and staff time to manage the project.

Narrative Explanation of Fiscal Impacts:
$230,000 of Park Mitigation Fees Area 7 is already budgeted for a different nearby capital project that is advancing more slowly. Regional Parks proposes shifting the budgeted funding to this project to cover the construction and project management costs. $50,000 of Park Mitigation Fees Area 7 was budgeted for the project and has paid for the plan development and bidding costs.
