Executive Summary:

The Community Development Commission recommends that the Board/Commission approve the addition of three positions: 2.0 FTE Deputy Director, Community Development Commission and 1.0 FTE Community Development Program Coordinator and the deletion of two positions: 1.0 FTE Leased Housing Manager and 1.0 FTE Community Development Manager.

 

Discussion:

 

In FY 2023/24, the Community Development Commission (CDC) added a 1.0 FTE Community Development Program Coordinator position to help liaise between stakeholders in the numerous construction and rehabilitation projects being directed by the CDC.  This has proven so effective that the Department would like to add another one to assist with additional projects, especially considering the closure of certain funding gaps in some long-term projects. Previously, a time-limited position was used to coordinate such projects, but when the position’s term was finished in March of 2023, this workload had to be distributed among other staff who were already at capacity. This position will be funded by the Successor Agency and state and federal grants, such as infrastructure and community development programs.

 

Earlier this year, the CDC requested a classification study to consider the creation of a new deputy director-level classification. Historically, the CDC used an Assistant Executive Director (AED) allocation, but the AED was abolished on March 5, 2024, and changed to a Community Development Manager to better align with the duties and overall organizational structure and design of the Department.  Following, Human Resources completed the classification study and a Deputy Director classification was created and approved by the Board on March 26, 2024. 

 

Currently, CDC has allocated 1.0 FTE Leased Housing Manager and 1.0 FTE Community Development Manager which are responsible for leading the two major divisions of the CDC, each with a different business focus. Both divisions have grown in complexity and size, and, in operational practice, each have reported directly to the Executive Director for several years. As such, the Department wishes to formalize this structure and leverage the new deputy director classification which was created to address this need. One proposed Deputy Director position will be responsible for the Housing Authority, and the other proposed Deputy Director position will be responsible for the Community Development Division. The Deputy Director positions differ from the existing positions of Leased Housing Manager and Community Development Director in that both positions report directly to the Executive Director and have the authority to act as Executive Director as needs arise.  The Leased Housing Manager and Community Development Manager positions are being deleted in replacement of the new deputy director positions.

Narrative Explanation of Fiscal Impacts:

The CDC maintains ample appropriations for FY2023/24. Expenditure appropriations of $297,724 from various federal and state grants are being requested during the FY2024/25 Supplemental Budget. Funding of $47,363 for the Housing Authority Deputy Director, which represents the difference between the current Leased Housing Manager position and the proposed Deputy Director,  will come from on-going Housing Authority administrative fees from the Housing Choice Voucher and Mainstream Voucher Programs. Funding of $38,031, which represents the difference between the Community Development Manager and the proposed Community Development Deputy Director, will come from Density Bonus/2nd Dwelling fees, 504-Compliance allocation, Community Development Block Grant, HOME Investment Partnership Program and the Successor Agency. Funding of $212,330 for the Community Development Program Coordinator will be funded by the Successor Agency, and federal and state grants, such as infrastructure and community development programs.

Narrative Explanation of Staffing Impacts (If Required):

The CDC will work with County HR to begin the recruitment processes upon Board of Supervisors/Commissioners approval. The addition of the 1.0 FTE Community Development Program Coordinator will help the CDC direct projects in an effective and efficient manner. The Coordinator will also have supervisory responsibility for an Administrative Aide, relieving the work of the Construction and Assets Manager. The staffing impacts of the 2.0 FTE Deputy Director positions will be negligible, leaving most of the direct reporting structure in place.
