Executive Summary:

The Sheriff is requesting authorization to execute a grant award agreement and all related grant documents to accept a State of California Department of Parks and Recreation Off-Highway Motor Vehicle Recreation Grants and Cooperative Agreements Program award and authorization to accept $34,752 for fiscal year FY 23-24 to enable the Sheriff’s Off Road Motor Unit to increase the Sheriff’s Office presence in County parks in areas only accessible by off-highway motor vehicles. The Sheriff’s Office intends to expend the full $34,752 grant award in FY 23-24; as such a budget resolution is also requested.

 

Discussion:

The State of California’s Department of State Parks and Recreation, Off-Highway Motor Vehicle (OHV) Recreation Grants and Cooperative Agreements Program provides financial assistance to eligible agencies and organizations that develop, maintain, operate, expand, support, or contribute to well-managed, high-quality, OHV Recreation areas, roads, and trails, and to responsibly maintain the wildlife, soils, and habitat of Project Areas in a manner that will sustain long-term OHV Recreation.

 

The Sheriff’s Office Off Road Unit patrols County parks and beaches in areas that are only accessible by off-road vehicles. Currently, the Sheriff’s Office receives calls for services and complaints from these areas and has a desire to increase outreach, education, and visibility in these areas. The Sheriff’s Office applied for and received a grant award for a project to increase law enforcement patrols, education, outreach, and response to complaints in County parks in areas only accessible by off-highway motor vehicles. Funds will be used to purchase a newer used utility crew cab truck and an 8.5’ x 10’ enclosed trailer for transport of off-road motorcycles, equipment, and personnel to and from emergency call outs, trainings, patrols, and other assignments.  The vehicle and enclosed trailer will replace the Off-Road Unit’s current truck and flatbed trailer, which are more than 15 years old and have each incurred considerable maintenance and repair costs over the prior two years. The grant requires a 25% minimum in-kind match of the $46,336 total project cost.  The in-kind match of $19,185 stated in the project agreement was based on the initial grant proposal request of $53,937.  The final total project cost was reduced to $46,336. The Sheriff’s Office will satisfy the minimum 25% matching requirement of $11,584 by assigning deputies and sergeants to additional off-road patrolling assignments.  The project period covers October 1, 2023, through September 30, 2024.  No General Fund appropriations are requested.

 

The Sheriff is requesting the attached Budget Resolution be approved to appropriate expenditures and offsetting revenue from OHV in the amount of $34,752 for FY 23-24. The Sheriff’s annual budget already includes ongoing maintenance costs for off-road motor bikes. This new equipment will be used in place of older, aged equipment and should not increase overall ongoing maintenance costs.

Narrative Explanation of Fiscal Impacts:

The OHV grant provides State reimbursement for the approved equipment expenses in the amount of $34,752 incurred by the Sheriff’s Office to allow the Sheriff’s Off-Road Motor Unit to increase law enforcement, outreach, and education activities in areas only accessible by off-road vehicles. The grant requires an in-kind match of $11,584. These match funds are included in the Sheriff’s Office FY 23-24 budget. The Sheriff’s Office intends to expend the full $34,752 grant award in FY 23-24; however, a FY 24-25 supplemental adjustment shall be submitted should any supply chain issues delay receipt of the equipment purchases by 2023-24 fiscal year end.
