Executive Summary:

This item requests the Board to adopt a Resolution to amend the establishment of the Geyserville Municipal Advisory Council (MAC), created in 2018, for the purpose of adding Alexander Valley to its name and membership.  The proposed Resolution increases the membership from seven to nine members (and one alternate), updates the Authority and Purpose, and amends the Bylaws as voted on and recommended by the MAC, including changes in the Council’s name, membership, terms, and attendance.

 

Discussion:

The Geyserville MAC was created on December 11, 2018, through the adoption of Resolution 18-0509 by the Board of Supervisors, with the role of the MAC being to represent the best interests of the unincorporated community while acting as a bridge for communication between the County and residents, businesses, and the public on health, safety, welfare, and quality of life issues affecting the Geyserville area. 

 

Municipal Advisory Councils are established under the Authority of Government Code section 31010 and may be amended upon approval of the Board of Supervisors.  The Bylaws may also be amended upon approval of the Board of Supervisors.

 

The Alexander Valley area is already included in the MAC boundaries and the Alexander Valley Association would like representation on the MAC.

 

The MAC at its December 20, 2023, meeting considered these changes and voted to recommend that the Board of Supervisors approve an amendment to the establishment of the Geyseville MAC to add Alexander Valley to its name and membership, increase the membership, update the Authority and Purpose, and to update the MAC’s Bylaws as follows:

 

Name Change

 

The Geyserville Municipal Advisory Council is requesting to formally change its name to the “Geyserville - Alexander Valley Municipal Advisory Council.”

 

Membership

 

The current membership includes one appointee from each of the Geyserville Unified School District, Geyserville Community Foundation, Geyserville Planning Committee, Geyserville Chamber of Commerce, Geyserville Odd Fellows, and Geyserville Fire Protection District, along with one at-large appointee and one alternate nominated by the Fourth District Supervisor.  The proposed amendments add one representative from the Alexander Valley Association and one additional at-large appointee for a change from seven members to nine members (and one alternate). 

 

Terms

 

The Geyserville - Alexander Valley MAC is recommending terms change from two years to three years.

 

Attendance

 

The Geyserville - Alexander Valley MAC is recommending clarification in language that removal based on absences would be carried out by action of the Board of Supervisors.

 

Authority and Purpose

 

The proposed Bylaw amendments include revision of Authority and Purpose, to make minor updates, such as adding the Infrastructure Mitigation Fund Balance expressly for Geyserville Planning and Community Improvement Projects to the process for allocation of set asides.

 

Boundaries

The proposed updates to the MAC and the Bylaws will not change the established boundaries of the MAC.
